Agriculture and Agri-Food  Madam Speaker, obviously we take competition very seriously in Canada, and we want to ensure that farmers get fair access when they export their grains. We will be speaking with the Minister of Transport about this issue, and I know he is already seized with it.

Agriculture and Agri-Food  Mr. Speaker, a month ago I rose in this place and talked about the Conservative delay on Bill C-234, a bill they have been championing. This week, we found out they delayed it two weeks forward, again, to play politics on farmers' backs. On this side of the House, we act. On this side of the House, we support farmers, and we are proud of farmers.

Lennox O'Reilly Hinds  Madam Speaker, I am rising to recognize an individual in my riding who passed away earlier this year. He was a friend. Next week, we will be celebrating his life. Dr. Lennox Hinds was an outstanding public servant who served Canada for 35 years. He believed in political engagement.

Carbon Pricing  Madam Speaker, I agree with the hon. member that we should have a regional approach to carbon pricing. I would hope the member would advocate with his own provincial government to acknowledge that there are regional differences among jurisdictions. I think the Prime Minister wrote a letter about a month ago and asked provinces to come up with their own plans, plans that respect our Paris Agreement and that ensure farmers do not get slapped with a carbon import tariff.

Emergency Preparedness  Madam Speaker, I know there are a lot of communities in my hon. colleague's province that go through these fires. In my neck of the woods, I do not have to go through that, but I want to assure the hon. member that our government takes this issue seriously. We are working to build local capacity.

Carbon Pricing  Madam Speaker, I have tremendous respect for my hon. colleague on the other side. There are too few members of Parliament in this place who defend farmers, and I thank him. He defends farmers, but so do I and others on this side of the House. I want to correct the record when hon. members say that farmers get absolutely nothing back in a carbon rebate.

Emergency Preparedness  Madam Speaker, the government stands with the hundreds of thousands of Canadians across the country who are affected by wildfires, floods and other extreme weather events year after year. It is worrisome when we look at the science. Experts are clear: Climate change means wildfires, floods and hurricanes, and they will increase in numbers and intensity.

Public Services and Procurement  Madam Speaker, I can tell the member has no experience in procurement. I can tell by the language he is using that he has zero experience in procurement. I have been on the government operations committee for eight years of my life in this place. By the way, I have worked in procurement before and, though I respect him, I can tell he is just a junior in this place.

Public Services and Procurement  Madam Speaker, it is always a pleasure to rise on a question of procurement. I want to remind my hon. colleague that it was not a Liberal government that told Canadians an outright lie, if I can say so, that the F-35 procurement project was going to cost $10 billion. It cost triple that.

Carbon Pricing  Madam Speaker, if Bill C-234 was so important in the Senate, then why did five members of their own caucus not show up to vote? By the way, Conservatives had the opportunity to debate Bill C-234 when it came back to the House, when we come back in one week. They traded two private members' bills.

Carbon pricing.  Madam Speaker, I find it odd that a member from Quebec is asking a question about Bill C-234, because it will not apply in Quebec. Perhaps he should talk to his colleagues. The Conservatives had a chance to make Bill C-234 a priority for next week. What did they do? They traded two bills, and Bill C-234 is not one of them.

Carbon pricing.  Madam Speaker, I do not know why a member from Quebec is asking that question. The carbon tax has no impact on Quebec. I am pleased that a member from Ontario can tell him so. In the meantime, I hope he will lobby his colleagues who are responsible for introducing Bill C‑234. The Conservatives had the chance to do it when we come back, but they traded two bills and Bill C‑234 was not one of them.

Agriculture and Agri-Food  Madam Speaker, the only party stalling Bill C-234 is their party. They keep putting up speakers. Speaking of farmers, farmers need to rely on business risk management programs. We are the only party that has increased business risk management programs and their budgets by 25%, while the other side cut their budgets.

Obviously, he represents a riding that is important to agriculture and to our wine industry. We have been supporting our wine industry through the wine sector support program by providing $166 million.
