We're speaking more specifically to the institution and the community at this point, but within the institution there's opportunity for everybody who works within those facilities to provide insights on what might be happening.

Public Safety committee  With reference to my introduction as well, I think our members work exceedingly hard at the interventions, and we work within a system that's been designed and is predicated on a scenario whereby, when an offender enters into the system, they're going to be offered opportunities to rehabilitate or learn different ways of being and thinking, in order that they might make that transition.

If that is not supported, the parole officer can recommend whether or not they are granted. It must be said that in any assessment that's taking place, it's a global assessment. It's not reliant on just one aspect of the case. It isn't just focused on a historical or individual crime.

I think it's exceedingly important that as we do this work that's critical to protecting Canadians' safety, which is what our members do behind the scenes—not many folks understand the work that's being done—the resourcing certainly is a huge issue.
