I want to take exception to one of the things Mr. Harris said about General Semianiw's testimony. He did not say everything was fine with the navy. He said the navy has some challenges with personnel--recruiting and retention--specifically in the area of distress trades. That's what he was talking about. So he didn't say everything was fine with the navy. The navy, of all three services, is the one with the personnel challenge, and that is a big part of this whole picture.
