Mr. Speaker, I would like some clarification from the Chair, with respect to two things which I have observed in the course of the last 15 minutes.

First, I would like to know the propriety of members wandering around in the course of the vote.

No, I went outside before a vote was called.

Mr. Speaker, we all know that I did not vote on that occasion.

The second point I raise with some difficulty, but I still feel that I have to raise it. In the course of the last vote, there was a long conversation between yourself and the parliamentary secretary to the government House leader. If there are representations being made, Mr. Speaker, the whole House needs to hear them.

I can assure the hon. member that many members from all sides of the House approach the Chair at various times during the day. As to the propriety of members entering and leaving the chamber, many members are leaving and coming in as this goes on.

I can assure the hon. member that no representations were made. It was just a question of clarification as to the process of tonight's vote.

Mr. Speaker, we have two official languages in Canada. I really like translation, but I will ask the question in French. I have been in this House for 15 years and this is the first time I have seen someone from the government go see to the Speaker during a vote. That is unacceptable. Mr. Speaker, I want to know what that person said to you, because it was beginning to look like instructions.
