Privilege June 1st, 1994

Mr. Speaker, I rise on a question of privilege.

It is obvious that a first draft of a report to the finance committee was leaked to the media. This leaking of a report which had not been considered as of that moment by the committee is a contempt toward the members of that committee who have worked so hard for four months, holding over 60 sessions, hearing witnesses and deliberating.

This is a contempt to Parliament because if documents of this nature cannot be respected, our Parliament cannot function in a fair and equitable way for all members. I would ask that whatever possible be done to get rid of this deliberate leaking of documents in contempt of committees and in contempt of Parliament.

Mr. Speaker, I have the honour to present the fourth report of the Standing Committee on Finance.

In accordance with its order of reference of Tuesday, March 8, 1994 the committee has considered Bill C-14, an act to provide borrowing authority for the fiscal year beginning April 1, 1994, and has agreed to report it without amendment.

A copy of the minutes and proceedings and evidence relating to this bill, issue number 18 which includes this report, is hereby tabled, all of which is respectfully submitted.

I would like to again thank the hard working members of our committee from all parties.

Mr. Speaker, I have the honour to present the third report of the Standing Committee on Finance. In accordance with the order of reference of Monday, February 14, 1994, your committee has considered Bill C-9, an act to amend the Income Tax Act, and has agreed to report it without amendments.

May I say, as the chair of this committee, that I am very grateful to all members, including the opposition members, for the hard work and the co-operative spirit they have brought to these very difficult chores.

Mr. Speaker, this may not be the best time to ask for the unanimous consent of the House, but since I was not here earlier to present the report of the Committee of Finance, I would like to ask for the unanimous consent of the House to present the Committee's third report.

Madam Speaker, I have the honour of rising today to present the second report of the Standing Committee on Finance. This is in accordance with the order of reference of Wednesday, February 9, 1994. Your committee has considered Bill C-3, an act to amend the Federal-Provincial Fiscal Arrangements and Federal Post-Secondary Education and Health Contributions Act, and has agreed to report it without amendment.

May I also take this opportunity to say this is the second report to the House from the Standing Committee on Finance. I just want to thank all members of that committee who have worked so hard in the spirit of constructive co-operation to

bring in a second report in addition to all of the other business the committee has had to do. I thank all members.

Helicopters February 4th, 1994

Mr. Speaker, my question is for the Minister of National Defence.

This morning's Globe and Mail contained an article regarding Canada's Sea King helicopters which implied that in spite of their recent use in the gulf war, off Yugoslavia, Haiti and Somalia, they were not airworthy or capable of carrying out their missions.

I wonder if the minister could comment on the airworthiness of the Sea King helicopters and their capability for the jobs that they have to do.
