Mr. Speaker, what is important to understand is that the Canada Labour Code was made by employees and employers. Politics were not involved, nor were any games played. The Canada Labour Code belongs to them. It is what they wanted and it is what they got.

Mr. Speaker, because it was created by employees and employers, the Canada Labour Code works very well. As a result, 90% of labour disputes last year were settled without strikes or lockouts. The labour code works very well.

Mr. Speaker, what rhetoric coming from that member.

The conference was an FAS/FAE conference. It is the biggest problem facing our country today, fetal alcohol syndrome, fetal alcohol effects; we have forgotten these people. We had community people there. We had doctors there. We had the academics there.

It shows the member has no understanding whatsoever of the needs of the homeless. His numbers are rhetoric. His community organizations work 24 hours a day, seven days a week for the homeless. He should be ashamed of himself.

Mr. Speaker, as you know, we have made transfer payments of $600 million to Quebec's manpower programs. But the important thing is that the ministers are going to get together and talk about transfers with respect to manpower all across the country.

The Bloc has reported many situations. Transfer payments for manpower have to be looked at in order to ensure that these people are going to find work. They do not want EI benefits; they want work. That is what we are going to do with the people of the province.

Mr. Speaker, I am very pleased to provide the proper information on Cargill. The Cargill union and employers have accepted the mediator's recommendation on settlement of the collective agreement and the back to work protocol.

The parties ought to be signing the new collective agreement today or tomorrow, and the return to work is scheduled for May 19, 2003.
