Mr. Speaker, what is at stake here is the integrity of this government and this Parliament.

The President of the Treasury Board has admitted spoke to Jacques Roy this morning. Mr. Roy may have told him that he has been questioned by the RCMP, maybe about the fact that he could be the one who gave Mr. Corbeil, currently under investigation, confidential lists of businesses.

Can the President of the Treasury Board confirm that Mr. Roy told him that?

Can the minister confirm that he will do everything necessary to assure himself that no member of the Montreal office has had contact with an individual under investigation by the name of Pierre Corbeil? This is very important. The government's integrity is being questioned.

Mr. Speaker, on Monday I asked the President of the Treasury Board whether one or more employees in his office had given confidential information to Pierre Gobeil, who is currently under investigation by the RCMP. The minister's response was no.

Can the minister reaffirm in this House that Jacques Roy, an employee in his Montreal office who is paid by Treasury Board and who receives his orders directly from the minister, never had any contact with Pierre Gobeil or shared with him confidential information connecting the government with influence peddling?

Mr. Speaker, last week we learned that after writing to the RCMP, the Minister of Human Resources Development informed two of his cabinet colleagues, namely the Minister of Public Works, who was responsible for the election campaign in Quebec, and the President of the Treasury Board. This is strange.

My question is for the President of the Treasury Board. Will the minister confirm to this House that one or several employees in his Montreal office conveyed to or shared with Pierre Gobeil, who is currently under investigation, or other members, confidential government information for financing purposes?

Mr. Speaker, I can assure the Deputy Prime Minister that the role of the Conservative opposition members is to help provide Canadians with good government.

I am pleased to hear from the Deputy Prime Minister that the Minister of Human Resources Development has changed the procedures in his department with respect to documents.

That being said, I would like to ask the government how it intends to give Canadian businesses the assurance that their requests for assistance from the government will nevertheless be confidential, considering what we heard this week.

Mr. Speaker, I would like to put a question to the government.

Yesterday, we heard that the Minister of Human Resources Development, the President of the Treasury Board, the Minister of Public Works and even the Prime Minister knew on March 6, 1997 that the RCMP was aware of dubious fundraising practices.

Would the government confirm information to the effect that ministers of the Crown, despite the RCMP investigation, continued to accompany the person or persons being investigated, in the course of fundraising activities and visits to businesses in Quebec?

Mr. Speaker, my supplementary question is for the Minister of Human Resources Development.

The minister just gave us confirmation of the fact that cabinet ministers were aware of the allegations; some of them probably knew the individual being investigated. Could he tell this House if he or other ministers toured businesses with this individual in Quebec, and in the Drummondville—Trois-Rivières area in particular, to raise funds for the Liberal Party of Canada?

Mr. Speaker, yesterday, after the initial shock, the Minister of Human Resources Development confirmed that he had indeed informed the RCMP of allegations of dubious fundraising practices.

Today, we have learned that in fact the minister spoke to several cabinet colleagues, including ministers from Quebec.

Could the minister tell this House when exactly he informed these other cabinet members, including the ministers from Quebec? When did he do it?

Mr. Speaker, I would like to inform this House that I have been given confirmation that an investigation is indeed under way, and that ministers of the current government might be directly or indirectly involved.

If this is the case, can the Prime Minister assure this House that this investigation will not be delayed or interfered with in any way, and that if any members of his Cabinet are involved in any way, he will take the necessary steps to relieve them of their duties until it is completed?

Can the Solicitor General of Canada confirm in this House that an RCMP investigation is currently being conducted in the Montreal area into allegations of conflict of interest and influence peddling relating to the Liberal Party of Canada's fund raising practices in Quebec?
