Novelis April 25th, 2012

Mr. Speaker, Saguenay—Lac-Saint-Jean has received more bad news: a large primary aluminum processing plant, Novelis, has announced that it will be closing its doors on August 1. As a result, 160 good jobs with good salaries will be lost.

Yet the Novelis plant is doing well and generating profits. The plant's relocation is the unfortunate result of market globalization and U.S. protectionism. The Conservative government has not shown any political will to improve the situation or negotiate with large corporations in the interest of workers.

I object to the complicit silence of the Conservatives—particularly the Minister of Industry and the Minister of Transport, who, to add insult to injury, are not even bothering to return the many calls that we have made to their offices.

I am saddened for the workers and their families, but we, the people of Saguenay—Lac-Saint-Jean, are strong. We will roll up our sleeves and continue to look for solutions, with or without the help of the Conservative government.

Safer Railways Act April 5th, 2012

Mr. Speaker, I would like to thank the hon. member for her speech.

I would like to mention that, in the region where I am from, in my riding, the train travels mainly between factories. Why does Canada not develop more railways, as in Europe? Today, more and more goods are being transported by heavy trucks, which is more expensive and is causing more and more damage to our roads.

Why does Canada not develop a safe and rapid rail service like the one in Europe? I would like to hear what the hon. member has to say about that.

Rio Tinto Alcan Workers April 5th, 2012

Mr. Speaker, last Saturday, March 31, 2012, in the town of Alma in the Saguenay-Lac-Saint-Jean region, people marched in solidarity with the locked out Rio Tinto Alcan workers. Members of the public and unions from around the world came to participate in this tremendous show of solidarity.

Unions from Quebec and Canada—CSN, FTQ, CEP, CAW and the Steelworkers—as well as Australian, French and English unions and many other labour organizations came in support of the locked-out workers. I want to thank them for participating in the rally.

It is important to condemn the behaviour of Rio Tinto Alcan, which is getting rich by taking advantage of our natural resources and our hydroelectric dams. Rio Tinto Alcan has been holding the region hostage with its lockout since December 31, 2011. Rio Tinto Alcan must negotiate in good faith with the union and the employees and must ensure that the people of Saguenay-Lac-Saint-Jean receive their fair share of the collective wealth. Rio Tinto Alcan must offer good jobs with good salaries and not create two classes of workers, thereby impoverishing the region.

Long live solidarity. Long live the workers.

Safer Railways Act April 5th, 2012

Mr. Speaker, I thank my hon. colleague for his speech.

He talked about a level crossing in a downtown area. There is one in my riding. There have been some very serious accidents involving young people beside the railway tracks. I am wondering if the recommendations include anything about pedestrians using intersections where there is a level crossing. Is there anything in the recommendations that goes even further to protect pedestrians who use these areas?

Employment Insurance Act March 15th, 2012

Mr. Speaker, this is the second time I have spoken to Bill C-316. Before I begin my speech I would like to say that the NDP is often accused of protecting prisoners, but we agree that someone who commits an offence should be incarcerated and pay his debt to society. That is a principle of justice. That is the world we live in.

However, we must not forget that we are dealing with human beings. Our duty in the House is to ensure that these people are rehabilitated and that they have the opportunity to find a job. Some have had hard luck in life. That does not make them hardened criminals, as I have been hearing in speeches in the House over the past few months.

There are two types of criminals. There are people who are in prison for stealing food. Many single mothers with no income get caught stealing food and end up in prison. We have to give people like that the chance to rehabilitate and not kick them while they are down. We live in a society. We have a duty in this House to help these people.

The Conservatives are claiming that inmates can be granted privileges and receive benefits for 52 to 104 weeks. Pregnant women do not have that right. That is why I am rising in the House. The hon. member explained that this represents a minimal cost. Since this privilege represents a minimal cost, rather than getting rid of it, we would be better off extending it to pregnant women who lose their jobs or who become ill and are not entitled to employment insurance benefits. It is true. That is the reality right now.

Rather than also extending this privilege to pregnant women, which would be the logical course of action, the Conservatives would prefer to take it away from inmates. Is this not a good example of the lack of vision or the wilful blindness of the government, which is motivated by its own ideology rather than by common sense?

First, I would like to explain the reason for these 52 weeks. The hon. member explained it very well earlier, as my other colleagues in the House have done. People are entitled to these 52 weeks in accordance with their qualifying period and the unemployment rate in their region.

The Conservative members are simplifying the facts and distorting reality. Inmates are not eligible for benefits while they are in prison. These are privileges that people are granted. Inmates do not have rights in prison.

The people who benefit from this special measure are those who worked enough hours to obtain benefits. They deserve to get them when they get out of prison since they contributed to the employment insurance program. It is workers and employers who contribute to this fund. It is not the government. The government simply manages it. The government has managed the money in our employment insurance fund so well. We can see what is left today.

That being said, Bill C-316 seeks to repeal the provisions of the Employment Insurance Act that allow for qualifying periods and benefit periods to be extended as the result of time spent by the claimant in a jail, a drug treatment centre or another similar institution. When someone goes to a drug treatment centre, it is because he needs help. If we kick him when he is down, we just make matters worse. It will make it harder for him to get back on his feet.

The Conservatives want to abolish the exceptional provision that encourages former inmates to rejoin the labour force and regain their self-confidence. If my memory serves me correctly, it was even the Conservatives who introduced the 52 to 104 weeks in the 1960s. They did so to help people find a job, get training and receive benefits in the meantime. When people get out of prison, that does not look good on their CVs. That is why it is difficult to find a good job after serving a prison sentence. Things are not easy for these people. Rather than helping them, we are digging them a deeper hole. We are penalizing them. We are penalizing them instead of giving women this right. If we were to give women this right, it would cost between $70 million and $75 million, according to our estimates. Pregnant women would be entitled to these privileges when they lose their jobs or fall ill after a pregnancy.

The Conservatives are abolishing an exceptional provision that encourages inmates to rejoin the labour force, regain their self-confidence and have access to paid training. Unfortunately, the Conservatives have failed to come up with any solutions to help pregnant women who are the victims of injustice in this area.

We in the NDP want this to apply to pregnant women.

Can the Conservatives tell us how they intend to assist pregnant women in this area?

Personally, I get the impression that the Conservatives would prefer to waste energy and punish everyone, and that the injustice of this bill is only a pretext for a government that is intent on being tough on criminals, come what may. This bill is a good, though pointless, example. We need to stop it from spoiling the future of thousands of Canadians who would benefit from a second chance.

Sometimes, in life, we are out of luck. Someone here might enjoy a cocktail or two in company. Instead of having two cocktails, that person might have three, and get caught.

That does not make us hoodlums or hardened criminals.

This bill is not good enough for Canadians. The question is not about equality for Canadians with regard to the employment insurance system, nor is it about the alleged favouring of prisoners in the employment insurance system. It is about making the necessary changes to an unfair piece of legislation, and rectifying a situation that is unfair to women on maternity leave. It is my duty to highlight the Conservative government's incompetence in this area, despite the fact that the Conservatives consider themselves the standard-bearers of family values.

The Conservatives do not distinguish between different types of crime. They do not give rehabilitation a chance and their only strategy to prevent repeat offences is to throw people in prison. Yet, in Canada, the figures show that our social rehabilitation system works well and that the crime rate is steadily falling in most provinces.

Regardless of what the member for Cariboo—Prince George says, helping inmates escape the cycle of crime has always worked well in Canada, and we are currently reaping the benefits of this system. It is thanks to these measures, some of them exceptional ones like the one we are debating today, that we have been able to build a solid system. It may be imperfect, but is well intentioned, and it suits us. It is our duty in this House to look after people by making decisions on their behalf. That is the duty of parliamentarians.

In general, former inmates have a lot of trouble finding work after they get out of prison, and their time in jail has a lasting negative impact on their income. Of course, when you have bad luck and you lose your job, when your CV says that you spent six months in prison for stealing a litre of milk from a corner store, it is not very good when you are looking for a job. However, these people deserve a second chance, especially since former inmates are more likely to be unemployed or to hold jobs that pay less than the jobs they held before they went to jail.

Someone who has spent more than a year in jail cannot receive benefits until he has accumulated enough insured hours of work after leaving prison, while if he spends less than a year in jail, he can qualify for employment insurance because of the hours he worked during the extended qualifying period. Employment insurance also provides access to vocational training and to officers who provide job-search support. In a number of cases, the employment insurance program has changed lives in a positive way.

There is a major problem with this ridiculous bill. We must point out that an innocent person may be in jail while waiting for a verdict to come down that clears him. That could be detrimental and costly, and the person could also be refused access to employment insurance.

The solution to the inequities in the employment insurance program is not to abolish an exceptional measure that provides assistance to inmates, but to make a clear-cut change to the legislation in terms of the maximum number of weeks of regular and special benefits.

The Employment Insurance Act must allow new mothers as well as workers who have lost their jobs to receive sickness benefits when they need them. It must allow a mother who is on parental leave to benefit from the same extension of the qualifying and benefit periods as an individual who has been in prison, not the opposite. In this case, the government is taking something away from inmates and not looking after mothers. It would be better to keep what is left for inmates, because it does not cost too much. They said it. They were not even able to give us the real numbers. It would be much better for us to take care of our people.

Moreover, the Minister of Human Resources and Skills Development acknowledged that there was a problem with the interpretation of the Employment Insurance Act with regard to women on maternity leave and access to the special sickness benefits and regular benefits. She must now make a commitment to rectify this situation, which is unfair to Canadian working women, rather than looking for feeble solutions that are only good for pleasing people who support the Conservatives’ hard line on crime.

It is quite clear that this bill does not reflect the values of Canadians. It does not represent the views of Canadians, and the government must recognize that a mistake is about to be made. We cannot let this bill go forward; it is harmful and adds absolutely nothing useful to the employment insurance system. We must concentrate on the real priorities of Canadian families: jobs, health care, quality of life and workers' rights.

I oppose this bill. We want to correct a situation that we think is unfair. These people have paid in and they are going to have that money taken away. But if we do that, it will not mean that we can give this money to women on maternity leave. We must be fair with everyone and apply this to women on maternity leave, so they are at least entitled to employment insurance if they become sick or lose their job when they return to the work force. That is social justice. That is what it means to help people, to work together and take care of people. Here in the House, we are supposed to make decisions to take care of Canadians.

We in the NDP oppose this bill because it punishes people and takes things away from them, without being able to help others. On the contrary, we should be able to give this to women on maternity leave who still have rights. They will have less to worry about when they go back to work and if they lose their job when they do go back.

The NDP will be voting against this bill.

Income Tax Act March 13th, 2012

Mr. Speaker, I rise to speak to Bill C-377. I myself am a former union president and vice-president. The way a union works is that members are consulted at the general meeting once a year. In my union, we managed the collective agreement and prescription drug insurance for blue-collar and white-collar workers.

Can we imagine the impact this bill will have when it is enacted? Unions are being asked to disclose their labour relations activities, to report what they do and how they finance their activities, to disclose their political activities, their collective bargaining activities, and information about conventions, education and training activities, legal activities and recruiting activities. Essentially, unions are being asked to drop their pants in front of everybody. They have to show their figures.

How can unions develop a strategy? How can they bargain with an employer when the employer knows everything about their figures, like the strike fund, the operating fund and the staff? This is unacceptable.

When I was president of a union in Arvida, we had prescription drug insurance for blue-collar and white-collar workers. There is strategy involved in relation to the drugs and the administrative costs. There are a lot of companies that would have liked to have access to that information about prescription drugs. This bill makes no sense because it is truly an attack on unions.

Why have the Conservatives not tried to require the same of companies? Let them do it for the banks and the multinationals. Let them do it for small businesses. That way there will be a level playing field for bargaining. They are not doing it because the companies will rise up and say that these are their strategies and their prices, there are competition issues, and they cannot agree to that. That is also the case for unions. They are the only organizations that working people have for organizing and defending themselves against employers and against multinational companies.

In Saguenay—Lac-Saint-Jean, we currently have a lockout at Rio Tinto Alcan; the employees have been locked out since December 31. These people would like us to drop our pants and put all our files on the table. The money invested in health and safety involves cases that are going to be argued. They are legal files. The member is asking that this be put on a website. That makes no sense. This bill makes no sense.

Honestly, I have been here since May 2 and all I have seen on the other side of the House is contempt for unions. There was Canada Post and Air Canada. We are talking about Air Canada again today. People are still being bullied. Whose interests will this bill serve? It will not serve the interests of unions and working people. It will serve the interests of the multinational companies and corporations, and not the unions that stand up for working people.

Currently, the unions make their figures public annually following their general meetings. I was a union president and that is what I did every year for six years. There were figures for the purchase of office equipment and employees’ wages. Everything was included. I do not see why it would be placed on a website. Recruitment is very important and strategic, so why should the unions have to include this information in documents that everyone has access to?

If the Conservatives want to be transparent, as they say they do, then they should also be transparent with their employers.

Transparency is important. How can a union negotiate if the employer knows all about its strike fund and is aware of how much was spent on legal fees, and on the collective agreement? Bargaining takes place for collective agreements that last three or four years. It is customary in negotiations to attempt to improve the provisions of a collective agreement.

Bill C-377 forces the unions to show their hand. In my opinion, it is like asking the unions to drop their pants in front of everybody. That is what it amounts to, in union jargon.

I would also like to talk about the cost of implementing this initiative. Bill C-377 will be a bureaucratic monster. We saw this in the case of firearms. We were told that everything would be electronic and run smoothly. The firearms registry cost Canadians $1 billion. How much will it cost for the implementation and enforcement of this legislation?

This bill amounts to a double standard. It does not make sense. The unions are being asked to drop their pants and show everything, to speak plainly.

The following things are explained to workers at general meetings: what was spent throughout the year, how much the heating, building and insurance policies cost. Why put this information on the website? Union reorganization and recruitment are confidential. If a new union were created and new members sought, all of this information would have to be displayed on a website for all to see. That does not make sense. As a former union president, I cannot tolerate that kind of practice. If the government wants the NDP to vote for this, it should ask the same thing of employers and everyone else.

Earlier we spoke of the cost of the registry. It is going to cost some money. There are 12,000 unions across Canada, which is not easy to manage. How will the small unions with just a hundred or so members and one or two employees handle the extra work, carry out analyses, produce documents and send the required information to the government? If the unions are not up to date, they will pay fines while certain companies enjoy insurance premium and tax holidays. That does not make sense, and we do not agree with it.

Some say that the NDP is always negative, but we want equality and justice for everyone. The government makes cutbacks to programs claiming that they are too expensive, and then creates a new bureaucracy. It takes away public servants from one place and adds them to another. I have not been in politics for very long, and I have trouble understanding that. Someone will have to explain it to me.

As I just said, it is a double standard. With this bill, the workers will once again have to pick up the tab. Once again, the people will have to pay the public servants responsible for all this. It does not make any sense. It is disrespectful to the union. Since I have been a member of Parliament, all I hear is how the NDP is on the side of the unions. The NDP is on the side of logical people, so that no one suffers. We are here to help people. Regardless of what party we belong to, we all do good and bad things, but we have to at least stand up for the interests of Canadians. However, that is not what the government is doing. It is dividing the people. It is telling the little people to do what they are told, to pay up and shut up. That is not what we want in Canada. It is a strange coincidence that today's debate is about Air Canada, the strategy and other things.

What will be done with the information that is disclosed to the public? In summary, it will be costly, unfair and discriminatory. The Conservatives must redo their homework. Such a thing cannot be asked of small, medium or large unions. Some unions cannot even meet the requirements because they have only one or two employees.

In a large union, such as the one for which I worked, there are employees or an accountant who can do that work. We must think about all the bureaucracy and the logistics that will result from this bill. I do not understand how the House can say that cuts must be made. The government is purchasing airplanes and building megaprisons. It is laying off Service Canada employees and cutting services, but adding others to monitor the unions. What is this called? I will let the hon. members guess.

It is unacceptable that this is being done to workers. Unions are the only way that workers can organize and stand up for themselves.

We will vote against this bill because it does not make any sense. If the government wants us to vote in favour of this bill, it must pull up its socks and ensure that it applies to small and medium businesses, multinational corporations and banks. Only then we will approve this bill, not before.

Canada-Jordan Economic Growth and Prosperity Act March 1st, 2012

Mr. Speaker, I congratulate my colleague on his speech. There is something that concerns me when we talk about free trade and globalization. We should be talking about the globalization of the human beings behind this, the workers in these countries.

If we compare the conditions of the workers in these countries with those of workers in other countries with which we have entered into free trade agreements and where men and women enjoy the proper conditions, we could almost be talking about slavery. What can be done with these sorts of free trade agreements? How can we insert in them a condition so that these people can live properly in their country as they trade their goods with ours?

Employment Insurance February 16th, 2012

Mr. Speaker, workers who are losing their jobs should only have to wait a maximum of 28 days for their employment insurance claim to be processed, but because of the cuts this government made, families have to wait five times longer. The number of workers who are waiting for their employment insurance benefits has doubled because the minister cut jobs in the processing centres.

What does the minister have to say to families who cannot pay their bills because of these irresponsible cuts?

Business of Supply February 9th, 2012

Mr. Speaker, in his speech, the hon. member mentioned some nice numbers and millions of dollars, but I would like him to explain to me the closure of the Dolbeau mill in Saguenay—Lac-Saint-Jean, the shutting down of paper machine number six. The small mills in Saguenay—Lac-Saint-Jean have closed. The Conservatives say that they are investing millions of dollars. I would like to know why my riding is not seeing any of that money. People in my riding are not working.

What is the Conservatives' recovery plan? If they have so much money and they are investing it, I want to know what is being done in my riding.

Employment December 15th, 2011

Mr. Speaker, the end of the year has been devastating for employment in Quebec: 150 workers at Resolute Forest Products in Kénogami have lost their jobs with Christmas just around the corner. And now, aluminum workers are fearing the worst. At Rio Tinto Alcan in Alma, workers voted to give their union a strike mandate in order to stop the company from outsourcing some jobs.

Will this government realize that Quebec and the rest of Canada are in the middle of an employment crisis? Will it finally come up with a real job creation plan?
