Madam Speaker, I thank my hon. colleague for the sophistication of his speech. We learned many interesting things. He was able to recognize certain nuances within the bill. He pointed out that disproportionate force cannot be used. He suggested establishing certain legislative safeguards. I wonder if he could elaborate on the idea that the bill should clearly state that the end does not always justify the means and that only such force as is reasonable and necessary must be used.

Madam Speaker, I want to thank the hon. member for his speech.
He obviously wants to bring us together. He is inviting us to make amendments. I would like to remind him that it is his government that has invoked closure nine times and so far has not accepted any amendments to any bill that has been passed here.
Let me get this straight. Is the member opposite promising, on behalf of the government, to accept reasonable amendments that this side of the House might make? I would like to know whether for once we could improve a bill, as we should be able to at all times in the House or in committee, because that is the purpose of a debate, to improve things.
Could we on this side of the House have the chance to improve a bill for once?

Madam Speaker, I thank the member for his speech. Two very important points stood out. On the one hand, he mentioned that both sides of the House want to improve the legislation and this bill helps to some degree. On the other hand, he asked that the bill be improved and pointed out that, despite our best efforts, not one amendment to any bill has been accepted thus far.
I wonder if the member could really emphasize which parts of the bill could be improved. I hope the members opposite will listen carefully to these suggestions.

The member mentioned that this bill seems to create a grey area with respect to the method of intervention. Could the member give more details on his concerns about this grey area in specific situations?
Fair Representation Act December 9th, 2011
Mr. Speaker, I thank the member for her speech.
There is one thing that she did not talk about much in her speech, which is the urgency of adopting this bill,which has resulted in yet another gag order. I would like to hear whether she thinks it is urgent that we pass this bill immediately. I will quote clause 5 of the bill, which states:
Unless the context indicates otherwise, in these rules, the population of a province is the estimate of its population as at July 1 of the year of the most recent decennial census.
We have just had a census, so the people who will set the riding boundaries will use the figures that will be published on June 1, 2012. In light of that, why is it so urgent that we pass this bill right now? We could have a few weeks of debate and it would not affect anything.

I would like him to speak a bit more about the types of opportunities that might be available to a port such as the Port of Québec. What does the future hold for this port? What could adequate and available funding do for the greater Quebec City area and, more specifically, for the Port of Québec?

Marketing Freedom for Grain Farmers Act November 28th, 2011
Mr. Speaker, I would first like to thank my hon. colleague for his speech.
One thing that surprises me in this debate is the apparent contrast being made here between freedom and democracy. We hear a lot about freedom from the government side. I would like the hon. member's comments on democracy. If what the government is proposing is so wonderful, why is the government afraid to consult farmers as it should, and why is it that we cannot have a healthy debate for as long as it takes to do it democratically? I would like to hear his comments.

Mr. Speaker, I would like to thank my colleague for her speech. During the speech she focused on a reality that is too often forgotten, which is that aside from the big stars, most artists and creators earn rather low incomes, often below the average wage.
I would like to hear the member talk about some consequences of this loss of revenue, for which there will be no compensation. Personally, I am afraid that we will see creators producing fewer works.

Mr. Speaker, I would like to thank the hon. member for shedding a different light on the issues surrounding this bill. I was struck by her discussion of sentences and her comparison of them. Many members of the public make copies. There are many court cases about it in the United States.
Could my colleague talk to us about the changes she thinks could be made so that people do not break the law and become serious criminals while others who commit more serious offences are given more lenient sentences?
