Mr. Speaker, I was with that member in Berlin just a couple of days ago. We arrived back yesterday. He knows well that Canada now has a reputation, a reputation that was tarnished by the former environment ministers.

This is what the media said about the Liberal leader:

...the Leader of the Opposition's “record as environment minister was abysmally bad, earning him a reputation as the Dr. Doolittle of climate change”.

This is what was said about our government:

Canada's strategy in the war on climate change is...a useful and workable policy that might, if it were adopted by other nations, help to control global warming more effectively....

The G-8 needs to listen to the Prime Minister.

Mr. Speaker, I want to assure the member that Canada is committed to a major reduction, a 20% absolute reduction in greenhouse gas emissions by 2020.

We are one of the leaders in the reduction of greenhouse gas emissions and we will also reduce pollution by 50% over the next eight years. That is massive. We are getting it done.

Mr. Speaker, we have worked with the member and a number of my colleagues in this House regarding the Nahanni. It is a beautiful part of Canada. We look forward to continuing to work on the Nahanni with the other members.

Mr. Speaker, a domestic carbon market is very much part of our plan. Yes, we will be going to Berlin to the G8+5, the global forum, to discuss with our international partners the carbon market.

However, Canada now has a framework plan that includes a domestic carbon market. The answer is yes, oui.

Mr. Speaker, we announced our commitment to a domestic carbon market and a regulatory framework. The detailed regulations are currently being worked out with the industry.

I am wondering what the member does not understand about yes.

Mr. Speaker, the facts are that the deputy leader of the Liberal Party said “we didn't get it done”. The member for York Centre said “why didn't we get it done?” The leader said “I'll be part of Kyoto but I say to the world I don't think I'll make it”.

That defeatist attitude is what caused the environmental mess. We are not defeatists. We are getting it done. We will reduce greenhouse gas emissions.

Mr. Speaker, let us look at the facts.

Mr. Speaker, the answer to the member's question is that this government is committed to reducing greenhouse gas emissions. How much, he might ask? Twenty per cent by 2020. It is huge.

After 13 years of Liberal inaction, we are getting it done.

Mr. Speaker, the hon. member mentioned the baseline of 2006. If our plan had been introduced and we had been in government 10 years ago, we would have reached the Kyoto target.

The fact is that 13 years of the Liberals' inaction created an environmental mess. That member himself said they did not get it done. We are getting it done.

Mr. Speaker, that is from the member who said that the Liberal Party did not get it done.

The facts are that Canada is working in collaboration with all international partners to reduce greenhouse gas emissions and will be bringing to the G-8 a plan that provides a 20% reduction by 2020. That is one of the toughest plans in the world.
