In recommendation 9-4, it talks about a comprehensive review of telecommunications policy every five years, and in recommendation 3-5, it refers to a transition period of between 12 and 18 months. Considering that only one part is being changed, would it not be logical for your policy direction to remain in effect for a limited period of time?
