This is exactly what I had asked about with regard to voting on clause 14 first and then voting on clause 16 second. I was told not to worry about it. It was exactly the question I put to you. Now we're left with clause 14 passing and clause 16 not. I expressed my concerns on it, and now we're in exactly that situation.

I'm more than a little disappointed that I was assured that I didn't have to worry, and now we've done exactly what I said.
