From my perspective, as soon as you know that a veteran is coming to VAC, this should be done automatically without their having to go through any process to get it other than to say, “As I'm leaving, this is available to VAC.” That will get it there before they even try to determine what their needs might be while they're in the process of moving from the Canadian Armed Forces to veterans services.
