While the question is in order from the perspective of committee of the whole, would it be agreeable to allow the minister to consult with her officials, review the matter and get back to the hon. member. Mr. Chairman, I specifically asked if the bill addresses the ruling of the Speaker of the House of Commons of November 22, when he ruled against vote 10 of Environment Canada and vote 10 of Natural Resources Canada, both in the amount of $50 million each.

I thought we would get a yes, but we got a no. I am at loss as to where we stand. Therefore I am looking for some guidance from the Chair.
