Mr. Speaker, we will always examine requests from the United Nations High Commission on Refugees to help refugees throughout the world.

That said, we are also going to respect the Immigration Act and to make the necessary medical, criminal record, and security checks. It is therefore very clear that we will never admit anyone to Canada who is going to represent a danger to Canadians.

I believe that the hon. member of the opposition is still trying to perpetuate the myth that refugees are—

Mr. Speaker, Canada is a country that has always been proud of its humanitarian tradition of taking in refugees.

We will always respond to appeals from the UN High Commission on Refugees, but in keeping with the immigration rules, carrying out security checks.

I think that the member should stop creating myths against refugee people. Refugees are not criminals.

Canadian Citizenship May 14th, 1998

Mr. Speaker, first of all, this is not a matter of immigration but of citizenship. That is a totally different act and one that has not been re-assessed or reviewed by this Parliament in the past 20 years.

Some time ago, we received a report from a parliamentary committee of this House which made some proposals. We also have an independent report from three consultants with some suggestions. Based on these, analyses will be carried out within the department, and within months we shall be seeing a bill tabled in this Parliament.

Mr. Speaker, there are two completely different issues here. First, there is the case of the individual involved. As you know, I never publicly discuss the details of an individual's case.

The second issue concerns immigration consultants. As you know, this is a matter of provincial jurisdiction. However, we are working with the provinces to try to find a solution.

We are also looking at the recommendation made in an independent report to find a solution to the issue of regulating immigration consultants.

Mr. Speaker, the final decision in this case has not been taken yet. I do not have the intention to discuss this case publicly.

Mr. Speaker, as you are well aware, I cannot comment in any detail on the case of a person currently residing in Canada, but I can assure the hon. members of this House that our Immigration Act contains all of the mechanisms necessary to deal with these actions by individuals.

Immigration May 5th, 1998

Mr. Speaker, clearly, when we meet people abroad who want to immigrate here, we are very specific about our laws and about legislation governing access to the professions within each of the provinces.

That said, I would hope that now, with the federal-provincial committee on access to the professions, we will make progress in this area and will give more immigrants opportunity to practice certain professions in Canada in the near future.

North American Free Trade Agreement May 5th, 1998

Mr. Speaker, NAFTA permits certain business persons from Canada, United States and Mexico to have access to each country to conduct some types of activity and under specific conditions. If a person does not respect these conditions, the immigration department is able to take some enforcement action. I would encourage any member who is aware of a situation like that to refer it to my department.
