Mr. Speaker, the Conservatives are masters of hiding behind half-truths so that they do not have to take responsibility for their actions. That is what happened in the case of the misleading statements made by the Minister of International Cooperation on the KAIROS file and that is what is happening with the in and out scheme criticized by Elections Canada.

Will the Prime Minister admit that he violated the Canada Elections Act in the same way he is knowingly bending the truth?

Mr. Speaker, by stating that the serious charges laid by Elections Canada against the Conservative Party are merely administrative issues, the government continues to deny the facts. According to the director of public prosecutions, we are talking about misleading statements and illegal activity.

Is the Prime Minister not just proving his guilt in this situation by hiding behind excuses?

Mr. Speaker, the Conservatives took power in 2006 by trampling on the Canada Elections Act. It seems they will go to any lengths to stay in power. Friday, they participated in 80 simultaneous propaganda events to announce a total of $250 million in funding.

Does the Prime Minister realize that his attempts to buy voters with their own money are reminiscent of Jean Chrétien's sponsorship program?

Mr. Speaker, the charges laid by Elections Canada against four of the Prime Minister's key organizers prove that the Conservatives were prepared to go to any lengths to take power in 2006. With no regard for the Canada Elections Act and with the Prime Minister's blessing, they developed a strategy that made it possible for them to spend $1 million more than the allowable limit.

Rather than undermining the authority of the Chief Electoral Officer, will the Prime Minister not admit that he himself approved this strategy designed to break the law, the Canada Elections Act?

Mr. Speaker, the Bloc Québécois will vote no, with the exception of the member for Laurier—Sainte-Marie, who had to leave.

[Border Crossings, February 16th, 2011]

Mr. Speaker, Quebec municipal officials and local stakeholders are here on the Hill today. They are joining with the Bloc Québécois to denounce the Conservative government's announcement that services will be reduced at certain border crossings and customs offices, and they are calling on the government to reverse its decision.

I met with the president of the Canada Border Services Agency about this on February 8. He seemed very interested in our proposed solutions, but his hands are tied.

Bill Owens, a congressman for the state of New York, supports our position and is proposing effective solutions such as sharing infrastructure at the Churubusco crossing. That proposal is being backed by Canada's Customs and Immigration Union.

There is no reason for the Conservative government not to listen to us and consider our proposed solutions, particularly since it is secretly negotiating a common security perimeter with the United States. Our solutions are reasonable and are widely supported.
