Mr. Speaker, I am rising on a point of order.

I appreciate the indulgence in these very historic times as we attempt our first virtual vote. As might be expected when one tries something for the first time, there are complications. Apparently there is an issue, North America-wide, with Microsoft's system. We have several members who have been unable to log in to be able to vote virtually, so I would seek the unanimous consent of the House that the members who were unable to log in virtually would be able to, with the Clerk by telephone, phone and communicate their votes. They would obviously hear the question, so we would ensure that they heard the question and that their identity was verified through the Clerk.

I would seek unanimous consent to apply that solution.

Vote on Motion to Proceed to Orders of the Day May 26th, 2020

Mr. Speaker, I rise on a point of order arising from the ruling you just gave.

During the vote, our intention was to be at 23. I thought I had counted 23. During the process of the vote, I was counting and I saw we were 24. I removed myself. I was not present afterward, so my vote should not have counted. Therefore, I would say the vote, as it stood, should have carried because I had exited the room. As soon as I saw that we were one number too high, I had exited the room.

I would ask for your indulgence, Mr. Speaker, and that of the House. We are trying to manage these situations a little dynamically. It was our commitment to be at 23. It was my error that we were at 24 and, when I saw that error, I removed myself from the House.

Proceedings of the House and Committees May 25th, 2020

Madam Speaker, I am a little confused by the argument from the member opposite. The problem is that the Conservatives have indicated in the Standing Committee on Procedure and House Affairs that they are opposed to virtual voting. They are against the House of Commons being able to sit and vote virtually.

Is it the Conservatives' position, because we cannot fill the chamber with 338 people in the middle of a pandemic, that members are unable to vote in the House if we have a hybridized system? They are against virtual voting, so are they suggesting that members in different regions of the country, who cannot come here because of the pandemic, cannot vote and cannot represent their constituents?

Would it not make sense that in PROC, where we are having these discussions, to talk about what is the most expeditious way to get the House back and to be able to vote and work together? I am confused. What exactly is the Conservatives' model? Who and how would that voting work if Parliament were to come back in their conception?
