Public Accounts committee  We're absolutely mindful of cost as a general matter with respect to energy policy. The recent announcements with respect to things like heat pumps were with a view to the energy cost for individuals. We view hydrogen as a matter of potential, not only for the application domestically but also because there is a global market that is forming here.

Public Accounts committee  We're seeing them now. There are hydrogen vehicles driving on Canadian roads.

Public Accounts committee  There are going to be a variety of different ways of dealing with transportation. It's possible that light vehicles may steer more towards battery technologies rather than hydrogen technologies. It may be that the way the market will work is to steer more towards medium and heavy vehicles applying hydrogen technologies.

Public Accounts committee  It certainly has potential, yes.

Public Accounts committee  Over time, the price point will drop. This is one of the reasons why we're looking at the sorts of incentives and frameworks we are discussing right now. Right now, the relative price is higher with respect to hydrogen. That's partially a question of scale. It's partially a question, then, of investments in technology.

Public Accounts committee  One of the applications here would be to take, say, wind. If you look at onshore or offshore wind on the east coast, you have the possibility of generating electricity that would create hydrogen, which could then be transported or consumed in another way. It's a way of capturing electricity, and it then becomes a vector for electricity, as well.

December 2nd, 2022Committee meeting

John Hannaford

Public Accounts committee  Mr. Chair, I would say that we are continuing to have our conversations with experts, with other departments and with the CER, all with a view to being as accurate as we can be as to this area.

John Hannaford

Public Accounts committee  Thanks, Mr. Chair. Our intention through the hydrogen strategy was to create a call to action, which was to show the potential of this area of energy generation. This was something that was a product of analysis that was done, as my colleague mentioned, through a series of consultations with experts.

Public Accounts committee  Yes. It is a dynamic space. I mentioned the situation in Europe, where they are looking at a whole series of applications of hydrogen and hydrogen generation. Asia is another area where there is very significant interest and potential. We have been in conversations with our friends in Korea and Japan about the possibilities for hydrogen.

Natural Resources committee  Thank you, Mr. Chair. The Trans Mountain extension is forecast now to be completed by the end of this calendar year. We've discussed the estimated cost at this stage. As the minister stressed, the advice we've received from financial advisers suggests both that the current financing options are viable and that the asset will continue to be a viable asset.

Natural Resources committee  Thanks very much, Mr. Chair. First of all, the EV mandate, the sales mandate that will apply in Canada, would be sales of EVs by 2035. That's the horizon with respect to the vehicle side. The critical minerals strategy that we announced in December is intended to be a full-spectrum strategy.

March 21st, 2023Committee meeting

John Hannaford

Natural Resources committee  Yes. We're lucky in Canada to be blessed with a very clean grid generally. Nuclear plays an important role currently with respect to that in a number of jurisdictions, including, importantly, Ontario. The importance of small modular reactors is something that we have highlighted through the strategy you mentioned.

March 21st, 2023Committee meeting

John Hannaford

Natural Resources committee  Yes, regional tables are important. As the minister mentioned, we are seeking to establish across the country with each of the jurisdictions a dialogue to establish areas where we have identified priorities where there is a particular regional advantage, both in terms of the domestic realities but also in terms of the comparative advantage internationally where we could think about trade opportunities.
