If you have a civilian, let's say, who loses two limbs in battle, and you have the same thing with a military individual losing two limbs, the military person gets a package and a lump sum. Now, would the civilian be getting something like the lump sum?

Absolutely. WSIBs and workers' compensation boards across the country generally all have special services and programs that are available for people with catastrophic injuries.
