Mr. Speaker, contrary to the member's allegation earlier today, the Prime Minister has done nothing but act, starting on December 12 when he ordered the reinstatement of the Comptroller General, the refocusing in Treasury Board, the signing of senior financial officers, the tightening up in accreditation of the financial process, and on and on. The member knows that only too well, yet he continues to misrepresent what is going on.

Mr. Speaker, as part of our ongoing efforts to inform parliamentarians and Canadians on the government's performance, I have the honour to table in both official languages the 90 reports on performance for 2004-05 on behalf of the departments and agencies of government.

Mr. Speaker, I thank the member for giving me an opportunity to talk about all the things that we have done recently under the leadership of the Prime Minister.
The reality is the government has brought in the strongest internal audit program of any government program in the world. The reality is the government has spent the last 18 months working hard at restructuring how it provides governance, how it provides oversight, how it does its financial management. I do not think the government takes a second seat to anybody.

The reality is that the report he mentioned references three simple recommendations that were drawn from the British Parliament. We have a much stronger and broader model that will lead the world, not follow it.

Mr. Speaker, the member knows that this question has been debated many times. The reality is I am a little uncertain what the policy is of the members on that side of the House. Are they saying the government should not expect fair market value for the agreements it enters into? Is that the position they are putting forward on the part of their party?
The reality is a policy has been in place, which is replicated in governments across the country, that when we make a commercial arrangement with an organization, it pays the commercial price.
Canadian Wheat Board October 21st, 2005
Mr. Speaker, I have been wondering for some weeks now when this question was going to come, because the farmers on the board of the Canadian Wheat Board, the farmers who run the Canadian Wheat Board, have been deeply concerned about this and are taking action as we speak to address this issue.
It is because of the Wheat Board that those farmers are getting some needed cash in their pockets in addition to the considerable assistance that this side of the House has offered them.

Mr. Speaker, the reality is that this is a very difficult issue, as the member knows. The Minister of International Trade is at the WTO today. Canada's position is that countries should stand by their agreements, as we do.

Mr. Speaker, the depth of the unknowing on that side of the House is such that they did not even realize the Auditor General of Canada is the auditor for the Mint, that the policy is set by the board of the Mint, that it is being audited still further against those policies set by the Mint and audited by the Auditor General of Canada.
To suggest that we not respect that I think is a bit much.

Mr. Speaker, I am not certain what the member's concern is about the Winnipeg Sun . A number of people in Canada buy and read that paper.
He has made a number of statements about the activities of Mr. Dingwall. Mr. Dingwall was before the committee answering that. An audit is coming out. I have been reviewing some of the statements that the member has been making and I think the Winnipeg Sun will have an interesting time comparing reality with what has come out of the mouth of that member.

Mr. Speaker, once again, I would simply point out that given the kind and quality of information that has come across the floor from that side of the House, it is really difficult to give credibility to any of the questions.
An audit will be out next week. Opposition members will be able to judge the circumstances that they are interested in and we will see how that matches up with the statements they have made to date.
