Canada Border Services Agency Act June 8th, 2005

moved that the bill, as amended, be concurred in with a further amendement.

(Motion agreed to)

Foreign Aid June 8th, 2005

Mr. Speaker, as the hon. member has mentioned, it is not just about the amount of money or the goals. It has a lot to do with the efficiency and effectiveness of the aid that we give.

Canada is committed to that effectiveness. We are committed to the 0.7% at a time when we are able to afford to do so. We have seen our aid budget increase 30% since last year. We have a government that is committed to doubling our aid budget by the year 2010. I think we are very clear on the priority we assign to international development.

International Cooperation June 3rd, 2005

Mr. Speaker, I want to assure this House that I will be monitoring very closely the development of new cases of polio. At a time when we were so close to eradicating this terrible disease, it is important that we continue moving in that direction.

Canada has invested nearly $200 million in this fight, and we will continue to support initiatives to eradicate polio from the face of the earth.

Government of Canada May 13th, 2005

Mr. Speaker, I would really challenge that comment, both the member's point of departure and her conclusions, and the reason is that this Prime Minister is renowned for the reputation of this country. That is why, wherever I go as Minister of International Cooperation, I am asked for Canadian assistance from the Canadian bar for all of our capacity building, helping countries build their human rights legislation, helping them to build the kind of democracy that Canada enjoys a reputation for, and because we have a--

The Prime Minister May 13th, 2005

Mr. Speaker, the moral authority of the Prime Minister is clearly shown in the incredible leadership that he has put forward in our budget.

If I may speak as Minister of International Cooperation, when I look at a $3.4 billion increase in our aid budget which is to reduce poverty, when I see the leadership he has shown with the $100 million in the battle against AIDS, when I read the letters of approbation from Canadians all across the country, en particulier du Québec, let me assure the House that people in Canada know what is in this budget and they give the Prime Minister--

Privilege May 4th, 2005

Mr. Speaker, I would just point out to the House, speaking on this matter, that the minister was responding, as he did, to an ethnic slur. He has, in addition to that, which I think should be taken into account, also already apologized to the House.

International Cooperation April 19th, 2005

Mr. Speaker, the Prime Minister's direction and the goals he has set are admirable. I am very proud to be a part of where he takes us in Canada's role in the world.

I think it is incredibly important to take a look at where we were and where we are. We have seen an increase of 21% in our aid in the last year. We have a commitment for 8% to continue until we double by the year 2010. This government has made a serious commitment. We are increasing and doing so in a very accelerated manner. His commitment is clear. This government is clear. This is an effective and good development team.

International Cooperation April 19th, 2005

Mr. Speaker, this year alone saw our budget in the international assistance envelope go to $3.7 billion. In five years we will be at more than $5 billion.

What this government and this team know is that aid is far more than just volume. It has a great deal to do with aid effectiveness. What has been announced today gives us five sector priorities and gives us 25 countries with which we will have a very strong development relationship. That is about aid effectiveness.

International Cooperation April 19th, 2005

Mr. Speaker, I am very proud as Minister of International Cooperation to have joined my colleagues in the release today of the international policy statement. It is an excellent portrayal of where the Prime Minister will take us and Canada in its role in the world.

The government is aiming for 0.7%. We are aiming to continue to increase our aid in the international assistance budget by 8%. We will see it doubled by the year 2010. In the last year alone we have seen an increase of 21%, which by any federal budget comparison is a remarkable benchmark. We are standing proud in our--

Sudan April 11th, 2005

Mr. Speaker, it is very important for the House to note that today the Government of Canada announced $90 million to alleviate the suffering of the people of Sudan. Of that money, $40 million will go to assist in international humanitarian efforts, another $40 million of the $90 million will go to help sustain the peace and the other $10 million is for people who are truly suffering and really need the help of this government. They will be working toward the peace building and all of the governance processes that are combined.
