Infrastructure October 27th, 1994

Mr. Speaker, fully two-thirds of the infrastructure program are traditionally roads, sewers and sidewalks and these are projects that have a long term payback in our communities in terms of attracting additional investment dollars and improving the quality of life. We also are helping to fund information highway projects.

Some $27 million of infrastructure money is going into high technology infrastructure mainly in our school systems in New Brunswick, Saskatchewan, Manitoba and Ontario. It is not only helping in terms of better communications but it is helping to improve the education system to help prepare our young people for the future.

Technology October 25th, 1994

Mr. Speaker, I thank the hon. member for his question. The real credit for Technology in Government Week goes to the many public servants who are on the leading edge of bringing information technology to better use for the benefit of the taxpayers of this country.

Just a few months ago I released a report called The Blueprint for Using Information Technology in Renewing Government Services with a vision of making government services more affordable, more accessible and more responsive to the needs of the public.

There are a number of flagship projects in this regard that we are going to carry out. Indeed, it is not only going to reduce the cost of government but it is going to improve the services that are provided to the taxpayers of this country.

Mr. Speaker, I suspect that many of these jobs are going to be longer term than the member's job.

When it came to the projects in his riding of Simcoe Centre, which included an arena and a library, the hon. member not once protested any of them. The member was sent memorandums asking to respond if he had any disagreement. He responded to absolutely none. He supports all the projects in his area.

Mr. Speaker, we have delivered on this program as we promised in the election campaign that ended a year ago today with our successful election.

We said we would respond to local needs and local priorities as established by municipalities. That is exactly what we have done. We have done it right across the country with the support of all the provinces, and do you know what? We have done it on reallocation, not on increasing the debt of this government. Most of those municipalities and provinces have done the same thing.

In the course of this program we have put 100,000 Canadians back to work. We anticipated most of these projects would put people to work on construction in the short term but they would also create spin-off jobs which will put still another 100,000 Canadians back to work.

With over 7,000 permanent jobs that have been created so far, this program has been a great success.

Mr. Speaker, it is interesting to hear what the member thinks about some of the projects in his own riding that are putting people to work. He has never told me that. He certainly never told my office that.

This program is implementing what this government said it was going to do in providing a program that brings three orders of government together to get the economy moving. Provinces of all political stripes and municipalities of all political stripes applaud this program and are in fact joining together in a partnership that is helping to get Canadians back to work.

Mr. Speaker, I again want to remind the member about the projects that are going on in his riding which he did not object to.

Nevertheless, this program is creating not 7,000 but some 100,000 jobs. That is only the beginning because it is attracting additional private sector investment into many communities and that will create at least twice as many jobs at the end of the day.

The money that is used for the federal portion as has been said time and time again because it is in the red book-have a look, it is on reallocation-is a matter of setting priorities and spending smarter. That is what we doing with the money we are putting into it.

Of course what he does know or should know is that this is based on municipal priorities. This has to do with attracting additional investment dollars to the community by the upgrading of infrastructure and it has to do with the quality of life in our community. That is what attracts additional investment dollars. That is what attracts people to live and work in our communities. These projects are based on the priorities of local government and our local communities across this country.
