Mr. Speaker, our colleague is a little behind the times technologically. The NFB is in the process of setting up a robotics centre in Montreal which will provide a direct link between its collection and the entire country, once the centre is linked to the information highway. It will serve all parts of the country, including out of the way areas like the one mentioned by our colleague.

Mr. Speaker, the NFB is making budgetary adjustments, there is nothing surprising about that. In addition, we are reviewing its mandate, and during this process we will study the NFB's distribution policy. Lastly, the future lies in distribution via the information highway, and, in this area, the NFB is on the cutting edge.

Mr. Speaker, I thank my colleague for the opportunity to express my viewpoint on the very important issue he raised.

We have guidelines on awarding funds to sports and other types of organizations. They require the recipients to provide

documents on activities, projects and programs intended to inform the public in both official languages.

These are important guidelines and I intend to apply them. My office has already been in contact with the organization in question to tell it about my concern and the possible consequences of its action.

Mr. Speaker, the Art Bank is the exclusive responsibility of the Canada Council. It is up to that organization to decide what it wants to do with the bank. However, I would be very pleased if arrangements can be made with the private sector and other interested parties to ensure the survival of the bank.

Mr. Speaker, the allegations and the questions our colleague has been putting for several days raises an important issue.

The Canadian political system calls for each party and each parliamentarian to take part in fundraising. That is how our democracy works. It is done to avoid an undue burden to the taxpayers.

I would like to know whether the Reform Party is suggesting that there should be no fundraisers and whether the whole bill should be borne by the taxpayers.
