[Respect for Communities Act, November 21st, 2013]

Mr. Speaker, I have two questions for the member. I think he knows and is refusing to admit that in my riding, I received fundraising letters from the NDP, including the late Jack Layton, that came in government envelopes, obviously paid for by the taxpayers. I know the member supported that blatant misuse of taxpayer dollars. Would he like to see that evidence? I have saved it.

For my second question, and I am not sure that I totally disagree with the member, if heroin addiction is, in fact, a health matter and not something that should be a legislative matter, why are he and his party putting forward legislation against salt? Why is the NDP so soft on crime, soft on heroin and tough on potato chips?

Mr. Speaker, while my colleague across the way may have been selective, which is the word that was used, let me not be so selective.

Obviously the member is older than 10 years of age; I am sure he is. Perhaps he has selectively forgotten the $25 billion that Paul Martin and the Liberals cut from health care. Perhaps he has forgotten that they cut transfer payments for education and has forgotten that they cut science and technology by almost 10%.

Is this member serious? In fact, perhaps I could ask the member if he would just give the Canadian people 5¢ for every word he uses in the House of Commons. We could get the whole European continent out of debt, not just North America. Perhaps that is all I will ask the member for: 5¢ for every word he uses.

Mr. Speaker, I rise on a point of order. We are all here to debate this bill. Members had more opportunity than anyone in the House to complain and make points about a different subject. Will the member use his time to talk about this bill or not?

[Bill C-48, Technical Tax Amendments Act, 2012, May 27th, 2013]

Mr. Speaker, I think suspect why the NDP wants to delay the passing of this bill. Does this bill force the New Democrats to pay their taxes like other Canadians, or is there somewhere in this bill that does not allow that? They are desperate to delay the bill, so I suspect maybe this would force the New Democrats to come clean and finally pay the taxes they owe Canada.

[Incorporation by Reference in Regulations Act, May 23rd, 2013]

Mr. Speaker, this is not really a question. It is a comment. The member is absolutely correct that basic research and investigator-driven investigations are very important. Just a couple of days ago, I announced more than $400 million for basic research. What the member might also want to know, and here is some trivia for him, is that the laptop computer was actually invented as a result a government asking scientists to come up with a computer that would actually fit in a briefcase.

Mr. Speaker, the problem actually is that every time we provide new funding and investment, the NDP votes against it. We are in fact committed to carrying forward our science, technology and innovation in Canada. In fact that report actually said that Canada's “Substantial investment in research in the higher education sector has reaped significant rewards, as the production and refinement of scientific knowledge in Canada continues to be characterized by vitality and high quality.”

That is our strategy. New Democrats' is to vote no and have a blank page.

Mr. Speaker, of course, we do. In fact, that is why we have made record investments in science, technology and innovation that the NDP consistently votes against. We have increased support for our granting councils at every single opportunity that we have had. In addition, our government is supporting over 10,000 scientists, researchers and students across the country through the discovery grants program, scholarships and fellowships. Our government is on the right track.

Mr. Speaker, I would ask the member if she could comment on the ridiculousness of some of her statements. First, she is now asking that we force Canadians to move anywhere in Canada to get a job. This is after months of beating up on the Minister of Human Resources for having an employment program that required folks to move within an hour.

Second, we put $2 billion into post-secondary education to rebuild research infrastructure but also to lower the pressure on rising tuition fees. One of those projects was at Conestoga College, in my riding. It will now produce about a thousand skilled trades students in the food industry, which is the second largest manufacturing sector in Ontario.

The member and her party vote against it every single time. That is data. How do you respond to that hypocrisy?

Mr. Speaker, if the member opposite had done her own research she would know that is not what the gentleman said.

I want to thank STIC for its report. In fact, the report concludes, “Canada's success in the 21st century will be determined by our ability to harness science, technology and innovation to drive economic prosperity and societal well-being.”

I would like to tell my friends opposite that there are hundreds of millions of dollars for basic research in this budget, just like all the others. Will they finally stop pretending and vote for science?

Mr. Speaker, we have actually funded, through the Natural Sciences and Engineering Research Council, over $135 million in climate change and climate related research. On top of that, which the NDP voted against, we have provided more funding for water related research and the clean up of lakes like Lake Simcoe and Lake Winnipeg.

We are getting it done, not just on the science front, where the NDP draws a blank on this issue, but we are getting it done for all Canadians.
