[Fair Representation Act, December 6th, 2011]

Madam Speaker, I would like to thank the member for Burlington for his speech. I found it very interesting.

Since the debate began, we have been talking a lot about representation based on demographic calculations. I find that, to some extent, this shows contempt for our history and even our geography. We spoke about recognizing Quebec as a nation. The member spoke about the challenges he faces at his riding office in trying to represent his constituents. I agree that it is an important job to try to represent the people. We must also be aware of our geography because we live in a very large country. I would like to hear the hon. member's thoughts on how this bill recognizes our geography and our history, including the fact that Quebec is one of the founding nations.

Mr. Speaker, I thank the member for Edmonton—St. Albert for his presentation and clarifications. Reasonably discussing Bill C-26 presently before the House is a very good exercise and I really appreciated his presentation.

I understood from his presentation that he has a legal background. He mentioned that just for this special provision in this bill the Criminal Code is very complicated and complex. I want to compare and contrast that with Bill C-10 that we just passed at report stage in the House, which contains many provisions of the Criminal Code. Why did we not have the same approach in breaking down Bill C-10 as we are doing right now with Bill C-26?

Mr. Speaker, I would like to thank the hon. member for his speech and the clarification he provided.

He mentioned the importance of judges and the judicial system in the rendering of decisions. In the case he presented, the judge rendered a very wise decision, which showed that he had taken into account all the circumstances. This case also shows the importance of our judicial system and the trust we must have in it and in judges.

I would like the hon. member to expand upon the importance of our judicial system and the profession of judge.

Mr. Speaker, I would like to ask my colleague from Markham—Unionville to talk about crime in the province of Ontario. Government members have spoken about the situation in their ridings. They have shared what Canadians have told them. I would like my colleague to tell us about the views of the people of Markham—Unionville and, more broadly, of Ontario.

Mr. Speaker, I have a question for the Parliamentary Secretary to the Minister of Justice. As elected officials and government members, they have a duty to base their decisions on experts' studies in order to create informed policies.

She said the bill aims to restore the confidence of Canadians in our justice system. What study is the member basing that statement on?

Mr. Speaker, I would like to thank my colleague for his speech and for the opportunity it gives us to ask some questions and take part in the debate, given that, with the limited time available, we do not have much opportunity to have our say on the matter.

I wonder if my colleague from Guelph could elaborate a little more on the potential consequences. We have seen many changes in agriculture in recent years. In the member's opinion, what sort of consequences could abolishing the Canadian Wheat Board have?

Madam Speaker, I would first like to congratulate my colleague from Manicouagan on his absolutely incredible presentation, which shed a lot of light on the whole issue. I would simply like to ask him if he can suggest any solutions to any of the issues he raised in his speech.

Madam Speaker, I would like to thank the hon. member, who spoke with such passion. I am very familiar with his passion and empathy for the aboriginal communities in his riding. However, I think that he speaks for all aboriginal communities and even for all the forgotten people in our very prosperous country.

I would like him to provide more details because he addressed a number of issues. It is not just a matter of infrastructure; there are many other areas affected. I would therefore like him to speak more about the importance of having a strategy that truly helps these communities in a sustainable way.

Madam Speaker, it seems that we all agree that it is urgent that this matter be resolved and that it is also urgent that sustainable solutions be found immediately.

I would like to ask the Minister of Aboriginal Affairs and Northern Development if he is going to champion this cause among his health, finance and infrastructure colleagues in order to ensure that appropriate and sustainable solutions are found for aboriginal communities. I would like to know what he plans to do so that he and the colleagues that I just mentioned take immediate action.
