Mr. Speaker, the auditor general looked into 285 cases of improper conduct reported in 18 months in Revenue Canada and noted that there were many more.

How did the Minister of National Revenue have the gall on Monday to gloat over the high level of security in his department on the eve of the presentation of the report by the auditor general, which reveals hundreds of cases of improper conduct in his own department?

Mr. Speaker, not only should there be an RCMP investigation to shed light on this issue, but will the minister recognize it is his duty to explain to the public why it was only after the auditor general became involved that it was discovered that the minister had lost control over social insurance numbers?

Mr. Speaker, according to Human Resources Development Canada data, there are more than 311,000 people over 100 years old in Canada. It would also seem that there are three times more temporary social insurance numbers than there are temporary residents in Canada.

Does the Minister of Human Resources Development realize that, by failing in the management of social insurance numbers, he is becoming a party to real or potential frauds?

Mr. Speaker, I may be brand new here, but I am capable of reading the act and of realizing that it is illegal to divert the employment insurance surplus.

Instead of looking for ways to do what the legislation forbids him to do, why does the minister not simply lower contributions? That is what small and medium sized business wants.

Mr. Speaker, my question is for the Minister of Finance.

While the Prime Minister is literally up to his neck in the employment insurance fund surplus, everyone is denouncing the contribution rate, which is far in excess of needs. By artificially maintaining employer and employee contributions at a high level, is the Minister of Finance aware that he is directly harming job creation, as well as slowing economic growth considerably?
