Business of Supply  What it did was that it took a policy approach of criminalizing to the maximum degree possible. In the United States, three strikes of simple possession of marijuana in some states would land someone in prison. There were situations where vast numbers of people were rounded up and incarcerated as a result of drug usage, quite often because it was something they could not control.

Health committee  We've also talked about it being difficult to distinguish between the two, being a chicken-and-the-egg problem. Some drugs, like methamphetamines and even marijuana, can cause psychosis. Maybe I can start with Dr. Mathew, but maybe go on afterwards to Dr. Morin. How much of the kind of Downtown Eastside scenario of homelessness, drug use, crime and social disorder is really a drug problem, and how much is psychiatric problems that are being inadequately addressed?

Industry committee  Age 18, to me, is when you can vote, when you can start to do some things and when you graduate from high school. You can do some other things, but you can't drink and you can't smoke marijuana. You can drive at 16, yes, but you can't drive fully on your own at 16 anymore, like I used to. In Quebec, you can. That's because in Quebec they just have driving guidelines, not laws.

Transport committee  It's a transport truck that runs alongside a transport truck with a great big arm that X-rays it. They find things right down to such anomalies as cocaine and marijuana, and all the illegal ones that are being exported and imported into Canada. I have a hard time believing that if they can find something so minute as these drugs, they can't see, with an X-ray machine, a vehicle or three in a shipping container.

Science and Research committee  In this life, this holistic model that people like Hoffer and Osmond discovered and researched in the 1950s and 1960s and those that have been further enhanced in the psychedelic renaissance over the last 30 years or so would suggest that there are inherent medical and clinical benefits, and the government would be well advised to invest time and legislative energy into this as opposed to the movement towards legalization and ready access to substances such as marijuana for recreational use. In addition, psychedelic plants such as peyote in the Native American Church context, as well as ayahuasca in the context of the South American shamans, have been used by indigenous peoples around the world in the integration of their holistic model of health and healing, something that is not accounted for within the western medical paradigm.

Health committee  You can't even tell what is in a joint anymore, apparently. I was speaking with an RCMP officer and he said that they found a bag of marijuana and it was laced with fentanyl, so these kids and these people who are going to whatever parties or what have you think they're just taking these harmless drugs. For those who are on the street who are looking for that next high, they have no idea what it is they're taking or how potent it is.

I'm not dissing marijuana and all that kind of stuff, but for me, that was not the way I needed it to be. One of the biggest and most beneficial programs I ever took was at the Davidson Institute, and there are a couple of reasons.

Other than marijuana, lobbying is probably the biggest growing industry in Canada. We have seen under the Prime Minister a 100% increase in registered lobbying interactions. Why is that? It is because businesses have judged that the way they get rich is not by investing in new product but by investing in political influence.

Business of Supply  I had a constituent reach out to me and tell me about a family member who has struggled with addiction. For this person, it started as an early teen with marijuana and quickly escalated to other substances like cocaine and morphine. It was treatment that was available. It was not safe supply that was able to get this person the help that they needed to be able to finish high school, and not only finish high school but graduate with honours and even win a provincial academic award.

Business of Supply  A brain is not fully developed until one is in their mid-20s. We know that, and we know the effects of drugs. Even so-called softer drugs, like marijuana, can lead to psychosis and paranoia and can unmask schizophrenia. Now, we are talking about drugs where a 17-year-old can snort half a pill and die. It is irresponsible and unreasonable to spend taxpayers' dollars to give young people access, such as at a vending machine, to hard drugs.

Criminal Code  When the Liberals were the official opposition, some Liberal MPs swore up and down that they would never legalize drugs. The first thing they did in 2015 when they came to power was to legalize marijuana. The only thing stopping the Liberal government from legalizing hard drugs is the fact that they have a minority government. Right now, Canadians are asking us to build their trust.

VIMHS was there to provide necessary supports for this individual to get back on track to living a life of dignity and joy.
