Fisheries committee  In a lot of the measures that we have put forward, we've talked about consolidation. We've talked about generating efficiency. I'll give one example that's directly in my area. We've consolidated the provision of financial services and contracting services. I'm going to be delivering everything that's transactional in nature—so account verification—from one service hub, instead of doing it from seven different locations across Canada.

Obviously, we're in an environment where we are reducing, generating more efficiencies. Fisheries committee  It is basically a unit that was formed in PCO to overlook horizontal issues and see in what areas savings could be generated. In order to set up that unit in PCO, departments were asked to contribute financially to cover the expenditures, including the salary expenses of that group.

Fisheries committee  The ocean forecasting is down by $4.7 million. The larger part of that decrease is actually due to reallocation within the program activities. Over $3.3 million has been transferred to a new program activity that you would find under the climate change adaptation program. Basically, during the year, we move money around, and this was a new program activity.

Fisheries committee  I'll talk about the first portion of your question. The actual transfer's really in relation to the renewed funding that we received for species at risk. Last year there was funding that was sunsetting and through budget 2012 we actually received $24.6 million over three years.

Fisheries committee  The initial investment in what we call the long-term lobster sustainability program was $55 million over five years, so again, from a cash-out perspective, we ramped up toward the middle. We're in the last few years, 2013-14 being the last year, so indeed the earmarked funding to transition out of the program for next year is close to $5 million, and it was about $8 million for 2012-13.

Fisheries committee  Okay, altogether, in operating, instead of $60 million, it was $42 million or $43 million, if I'm not mistaken. In capital, it was much lower than $60 million. It was more around $10 million or $15 million.

Fisheries committee  I'll let one of my colleagues answer the question on the objectives of the program. These are not sunsetting dollars in the sense that they're not used. When I say it's sunset, it means that the funding is coming to completion. So the $16.7 million will be spent this fiscal year, but there is no renewed funding identified at this moment to pursue this program in the coming year.

Fisheries committee  The main difference is this. Last year we had a decrease from main estimates to main estimates that was due mainly to sunsetting programs. Some of the key ones included the Pacific integrated commercial fisheries initiative, for which, through budget 2012, we received renewed funding for one year of $22 million.

Fisheries committee  I don't have the exact numbers in front of me for 2010-11—it's two years ago—but the fact is that it's true, in 2010-11 the number was higher as a result of the economic action plan money.
