Privilege  Speaker, earlier this afternoon, my office submitted to you the necessary letter pursuant to Standing Order 48(2) to give notice to you of my intention to rise now and to speak to what I believe to be a potential question of privilege. The document that I will be referring to was just recently brought to my attention and I am bringing this forward at my first opportunity, as is required.

Privilege  He is the Deputy Speaker. As Bosc and Gagnon comment, at pages 361 and 362: While the Standing Orders provide for the Speaker’s impartiality and independence by prohibiting participation in any debate before the House, there is no such clear statement as to whether the Deputy Speaker and other Presiding Officers should take part in debate.

Oil and Gas Industry  Pursuant to Standing Order 81(4), the motion to adjourn the House is now deemed to have been withdrawn, and the House will now resolve itself into the committee of the whole to study all votes under Department of Health in the main estimates for the fiscal year ending March 31, 2025.

Questions on the Order Paper  Mr. Speaker, with respect to the above-noted question, what follows is the response from the CRA. The CRA receives all information about the first home savings account, FHSA, through T4FHSA slips filed by financial institutions. Only slips and returns that have been processed by the CRA are included in these statistics.

National Strategy on Flood and Drought Forecasting Act  Pursuant to Standing Order 98, the recorded division stands deferred until Wednesday, June 5, at the expiry of the time provided for Oral Questions. It being 2:08 p.m., the House stands adjourned until next Monday at 11 a.m., pursuant to Standing Order 24(1).

Business of Supply  The House is now in committee of the whole to consider all votes under Department of Health in the main estimates for the fiscal year ending March 31, 2025. Today's debate is a general one on all votes under the Department of Health. The first round will begin with the official opposition, followed by the government, the Bloc Québécois and the New Democratic Party.

Indigenous and Northern Affairs committee  Pursuant to Standing Order 81(4), the committee is meeting to study the main estimates for the fiscal year ending March 31, 2025, which were referred to the Standing Committee on Indigenous and Northern Affairs.

Committees of the House  We did this through collaboration and good work from all committee members, and I want to recognize the unanimous work that happened on the committee as we reviewed these documents. Pursuant to Standing Order 109, the committee requests that the government table a comprehensive response to each of these two reports.

Business of the House  Madam Speaker, if you seek it, you will find unanimous consent for the following motion. I move: That, notwithstanding any standing order, special order, or usual practice of the House, in relation to the consideration of Bill C-70, An Act respecting countering foreign interference: (a) during the consideration of the bill by the Standing Committee on Public Safety and National Security, (i) the committee shall have the first priority for the use of House resources for committee meetings, (ii) the committee shall meet for extended hours on Monday, June 3, Tuesday, June 4, Wednesday, June 5 and Thursday June 6, 2024, to gather evidence from witnesses, (iii) the Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs, the officials from the RCMP and CSIS, the National Security Advisor to the Prime Minister, the officials from the Department of Public Safety, and other expert witnesses deemed relevant by the committee be invited to appear, (iv) all amendments be submitted to the clerk of the committee by 4:00 p.m., on Friday, June 7, 2024, (v) amendments filed by independent members shall be deemed to have been proposed during the clause-by-clause consideration of the bill, (vi) the committee shall meet at 3:30 p.m. on Monday, June 10, 2024, to consider the bill at clause-by-clause consideration, and if the committee has not completed the clause-by-clause consideration of the bill by 6:30 p.m., each party shall be allotted no more than five minutes for each of the remaining amendments and clauses, and the committee shall not adjourn the meeting until it has disposed of the bill, (vii) a member of the committee may report the bill to the House by depositing it with the Clerk of the House, who shall notify the House leaders of the recognized parties and independent members, and if the House stands adjourned, the report shall be deemed to have been duly presented to the House during the previous sitting for the purpose of Standing Order 76.1(1); and (b) the bill shall be ordered for consideration at report stage on Wednesday, June 12, 2024.

Questions Passed as Orders for Returns  With regard to the Canada Digital Adoption Program: (a) how many of the 29,532 businesses which applied to the Boost Your Business Technology Stream were successful and received funding; (b) what was the total amount of funding given to businesses through the Boost Your Business Technology Stream; (c) what is the breakdown of the $13 million provided in the contribution agreement with Magnet for project implementation and administrative costs; (d) what are the details of third-party contractors who received money from the $13 million, including, for each, (i) their name, (ii) the amount received, (iii) the goods or services provided; (e) what are the names of all third-party contractors who received funding through this project implementation and administrative cost stream; (f) what were the amounts paid to each third-party contractor who received funding through this project implementation and administrative cost stream; (g) what were the work descriptions of each third-party contractor who received funding through this project implementation and administrative cost stream; (h) what is the breakdown by school of the 1,954 students who were hired as of December 31, 2023, as E-commerce Advisors; (i) what is the breakdown of the advertising used to advertise these positions; (j) what were the work descriptions of these positions; (k) what is the breakdown by school of the 1,255 youth who were hired to support participating Canadian small and medium enterprises in the implementation of their digital adoption plans; (l) what is the breakdown of the advertising used to advertise these positions; (m) what were the work descriptions of these positions; (n) how many E-commerce Advisors and youths who were hired to support businesses with the implementation of their digital adoption plans were the same person; and (o) what is the breakdown by school of these individuals?

National Strategy on Flood and Drought Forecasting Act  Madam Speaker, in November 2023, I rose to speak to the bill introduced by my colleague, the chair of the Standing Committee on Environment and Sustainable Development and member for Lac-Saint-Louis, with whom I have the great pleasure of working on that committee. As I said at the time, the Bloc Québécois does not have any objections as to the content of the bill.

Government Response to Petitions  Madam Speaker, pursuant to Standing Order 36(8)(a) I have the honour to table, in both official languages, the government's response to nine petitions. These returns will be tabled in an electronic format.

Official Languages  Madam Speaker, the Liberals have transformed the Standing Committee on Official Languages into an endless source of reasons to be concerned for the future of French. After the Liberal member for Saint-Laurent said that Bill 96 prevents anglophones from receiving care, and after the Liberal member for Glengarry—Prescott—Russell insulted researchers who are worried about the decline of French, yesterday, the Liberal member for Alfred-Pellan added that Quebec should become bilingual in order to be, and I quote, strong, not just a unilingual francophone province.

Parliament of Canada Act  This is not a blank cheque. For example, while I was in my role on the Canada-China committee, an order to produce unredacted documents related to the firing of two scientists at the National Microbiology Laboratory in Winnipeg was denied by the government. An identical order through Parliament was also denied by the government, and then it went so far as to sue the House and the Speaker.
