Budget Implementation Act, 2021, No. 1  Mr. Speaker, I am pleased to join in the debate today on legislation to implement the Liberal government's collection of partisan election spending measures outlined in budget 2021. My constituents of Red Deer—Mountain View have waited a long time to see some concrete measures from the Liberal government that would provide us with some relief from COVID-19 and help us rejuvenate our local economy, which was not doing well even before the pandemic.

Business of Supply  Madam Speaker, earlier in his speech, the hon. member talked the changing of Standing Orders. I want to remind him of the last Parliament when there was changing of Standing Orders from the government and it just about lost a vote. That is when it had a majority. There were three days of questions of privilege to prevent the government from continuing as it went after the Prime Minister for his actions.

Canadian Heritage  Mr. Speaker, my constituents of Red Deer—Mountain View are shocked to discover that the Liberal government is planning to regulate what content they can post on social media channels like Facebook. They are also shocked and disturbed by the confused, contradictory and misleading statements from the minister.

Committees of the House  Mr. Speaker, I thank the member for Windsor West who is the dean of the industry committee. We always learn a lot by listening to him. I believe at our last meeting, we had Dan McTeague lamenting the lost Liberal legacy as far as industry and business are concerned. I would like to ask the member if he could comment on the expert testimony that we have seen.

Committees of the House  Mr. Speaker, the member for Abitibi—Témiscamingue does a great deal of work on our committee, and I certainly appreciate what he has done. We heard from probably 25 expert witnesses on this issue. He mentioned Mr. Balsillie and the encouragement he was giving everyone to make sure that we understood the importance of intellectual property.

Committees of the House  Mr. Speaker, it is always interesting listening to the member opposite. He speaks of character assassination of government members. I would like to remind him of the $16 orange juice incident and the main lead on that, which was his leader. When we talk about behaviour, adjourning debate and his concern about the concurrence motion, the member perhaps forgets about prorogation.

COVID-19 in Alberta  Madam Speaker, the moment the Alberta government says things are serious and they have to act so things do not get out of control, we hear from the NDP member from Alberta that things are really serious and we have to be really concerned. I am not sure whether the rest of Canada understands that at this point in time if we had the vaccines, anybody over 30 would be able to have one.

I have been on the industry committee so we have had a lot of discussions about when the vaccines would arrive, the efficacy of them and the difference as far as the time frame from 21 or 28 days up to the four months.

Business of Supply  Madam Speaker, I always enjoy listening to the member and getting a chance to speak with him, especially with the experience he has had at the provincial level. I do remember back in the 1990s when the federal Liberal government slashed health care funding to the provinces. There were some problems that had taken place in the past, but to think it did not have the mark of a Liberal on it is something we should be thinking about.

Business of Supply  Madam Speaker, as the member indicated earlier, with 140 members I am sure there are 20 members from the Liberal Party who would be happy to be on this side rather than with the top-down government, but we will wait for that. The Liberal government has categorically failed to keep the COVID variants out of Canada, failed to keep our border under control and failed to secure vaccines in January and February.

Donald Holloway and Smiley Douglas  Mr. Speaker, the Korean War was one of the most significant chapters in our country's proud military history, and I want to honour two veterans from our community who will be missed with their recent passing. Don Holloway's lifetime of military service included time in the Korean War as a combat engineer.

One of the key considerations is to look at what is actually happening, and not having some arbitrary number that triggers the review. When we are talking about national security, this is one of the main parts.

Committees of the House  Madam Speaker, usually when anybody gets up to speak, the member has a question of process. I go back to what the member for Carleton indicated, which is that the current government does not seem overly serious about passing any particular government legislation. It spent two months hiding from Canadians this summer under prorogation.

That is really the critical aspect of it.
