Questions Passed as Orders for Returns  With regard to publicly available information on unpublished or secret orders in council (OIC) signed by the government since January 1, 2016: (a) on what date was each OIC signed; (b) who signed each OIC; (c) what was the general subject matter or purpose of each OIC; (d) who made the decision to keep the specific contents of each OIC secret; (e) what justification was claimed in keeping the contents of each OIC secret (national security, commercial competitiveness, detrimental to the Prime Minister’s image, etc.); and (f) what is the justification for the increased use of secret OICs?

Questions on the Order Paper  With regard to the Known Traveller Digital Identity (KTDI) prototype or pilot project announced by the government in January 2018: (a) what were the start and end dates of the pilot project; (b) how many Canadian travellers opted into the pilot project, or have opted-in to date if the project is still ongoing; (c) were travellers able to withdraw their consent to participate in the pilot project, and, if so, how many withdrew their participation; (d) for travellers who participated in the project, what type of data was shared with (i) the government, (ii) third parties; (e) what third parties received the data in (d)(ii); (f) what specific technologies of the KTDI is the government testing and what are the parameters around that testing; (g) what (i) benefits, (ii) problems, of the KTDI have been identified to date by the project; (h) have any government officials warned the government of risks related to participating in the KTDI, and, if so, what are the details; (i) what are the total expenditures related to the KTDI since 2018, broken down by type of item and type of expenditure; (j) what metrics are being used to evaluate the project, and how has the project performed to date in relation to those metrics; and (k) what are the details of documents related to, or which refer to, the KTDI in any way, including, for each, the (i) date, (ii) sender, (iii) recipient, (iv) title, (v) subject matter, (vi) summary of contents, (vii) file number, (viii) type of document (memorandum, correspondence, etc.)?

Agriculture in Canada  Madam Speaker, Canadian farmers have been feeding us for generations. They deserve our thanks, but instead they keep getting attacked by the Liberal government. The carbon tax was the first blow, punishing farmers and lining government pockets while doing nothing to reduce carbon emissions.

Health  Mr. Speaker, Canadians deserve to know what the government is signing away. It is irresponsible to negotiate pandemic response powers when we have not had a public inquiry into our own pandemic policies. How can we prepare for the future when we have not learned the lessons from the past two years?

Health  Mr. Speaker, on May 22 to May 28, representatives from 194 countries will meet in Geneva at the World Health Assembly to discuss the WHO global pandemic treaty and to vote on amendments to the international health regulations. Why did the Prime Minister not establish a public health inquiry into our COVID response before considering signing amendments to the international health regulations?

Questions on the Order Paper  With regard to the government's action following the Russian invasion of Ukraine: (a) what specific action, if any, is the government planning to take, in response to the invasion, to increase the output capacity of Canadian oil and gas so that Canada doesn't have to rely on foreign oil and gas; (b) what specific action, if any, is the Minister of Natural Resources taking to expedite the approval and construction of pipelines so that Canada doesn't have to rely on foreign oil and gas; and (c) if no specific action is being taken related to (a) or (b), why is the government favouring foreign oil and gas over Canadian oil and gas?

Questions Passed as Orders for Returns  With regard to all federal COVID-19 related mandates and restrictions, and broken down by each measure: (a) what was the scientific justification or study for each mandate or restriction; (b) what is the specific website address where the study's details, including the findings, can be found; (c) on what date will each restriction end; and (d) for each mandate or restriction that does not have a set end-date, what criteria or metric has to be achieved in order for it to be rescinded?

Health  Mr. Speaker, Ontario has announced that it is dropping its vaccination policies as of April 4, and public servants will be returning to work in person. I keep hearing from my constituents how exhausted and frustrated they are with these mandates, and that they just want their lives to get back to normal.

Oil and Gas Industry  Mr. Speaker, our energy security policy is as important as our defence strategy. The war in Ukraine has unmasked the foolishness of the Liberals' green energy policy that would see Canada's oil and gas sector destroyed while increasing our reliance on foreign oil from countries with poor human rights records.

Online Streaming Act  Madam Speaker, yes, support for small businesses is very important. That is why I would encourage small business funds to be created to assist in that capacity. However, to limit Canadians' choices and what they can see, and for our government to dictate and pick winners and losers, is not the Canadian way.

Online Streaming Act  Madam Speaker, absolutely, Canadian content is very important. The problem is that this bill cannot define what Canadian content is. We have Canadian producers who would not be considered in the category of Canadian content. Until this bill can properly define Canadian content, it is hard to say that the Liberals are attempting to protect it, because they have not defined it.

Online Streaming Act  Madam Speaker, we are actually using algorithms currently. What this bill proposes is that they will choose which content and which speech Canadians must view. In the current system, the algorithms are driven by an individual's choice of what they want. What this bill proposes is to usurp that choice and should impose the government's choice upon the people, and that is what we are opposing.

Online Streaming Act  Madam Speaker, I would vehemently disagree with the hon. member. In fact, the proposition is that the government will use algorithms, pick winners and losers and decide which content should show up above others. This would create a lot of problems, especially in smaller rural communities and ethnic communities.

Online Streaming Act  Madam Speaker, social media platforms and Internet search engines are the main source of news and information for the majority of Canadians. Canadians rely on online sources, not just for information but to share their unfiltered stories and their creative expressions. The Internet is a powerful resource.

Public Safety  Mr. Speaker, the Prime Minister used the Emergencies Act against protesters to freeze bank accounts, impound vehicles and arrest protesters, all of which could have been done with existing laws and bylaws. Canadians were led to believe that protesters were involved in acts of sedition and plots to overthrow the government, yet just charges relating to mischief were laid.
