Budget Implementation Act, 2018, No. 2  Mr. Speaker, I want to start by apologizing to my esteemed colleague from Pontiac. He is doing a fabulous job of representing the people of Pontiac, Quebec, the riding next to mine. In my speech, I mentioned the tornado and how it affected Hull and Aylmer, but I forgot to mention Pontiac, which also suffered serious damage.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, I thank my colleague from Alberta for his question. Before answering, I would like to look at the premise for his question. First, he said that this is a tax and that the revenues will go into government coffers. That is not at all the case. What we announced is very clear and I mentioned it in my speech.

I am pleased to rise today to speak to Bill C-86, the budget implementation act, 2018, no. 2. I want to talk about what I consider one of the most important aspects of the bill, which is the environment and climate action.

Social Development  Madam Speaker, we have known for years that the Conservative Party's idea of helping Canadian families is to send cheques to millionaires. That is what they did under Stephen Harper and the fact that they voted against the Canada child benefit and indexing that benefit shows that they have not changed one bit.

Taxation  Mr. Speaker, all Canadians should feel they have an equal opportunity to benefit from a growing economy. The system should be fair for everyone. While the wealthy engage in aggressive tax planning to avoid paying taxes, middle-class Canadians depend on programs and services. Our government has worked hard to tackle aggressive tax avoidance, but we know we need to work with our international partners to crack down on tax avoidance at home and abroad.

Business of Supply  Mr. Speaker, I have a great deal of respect for the House of Commons interpreters. However, I believe that they missed something when interpreting the last two questions. Therefore, I will ask the question in French. Why did the previous government never indict any of the terrorists who returned to Canada?

Corrections and Conditional Release Act  Mr. Speaker, I thank my hon. colleague from Durham for his questions and comments. I appreciate him asking his question in a reasonable tone of voice. However, I do not want him to misrepresent my comments by saying that we are going to lock people up in their cells. Yes, there must be consequences, and we have to protect not only society, but also our correctional officers.

Corrections and Conditional Release Act  Mr. Speaker, I am pleased to have the opportunity to speak to Bill C-83. One of the things that I find truly remarkable about this bill is that specific measures were taken for the rehabilitation process of inmates with mental health problems. Before becoming an MP, I promised myself to go see things that I could not see as a regular citizen.

Parliament Hill  Mr. Speaker, this Saturday, October 20, I will have the honour of welcoming nearly 500 residents of my riding, Hull—Aylmer, to the place we are all honoured to work at, Parliament Hill. As everyone knows, the Centre Block will soon close for a decade of renovations. What better than to offer the people of Hull—Aylmer the unforgettable opportunity to visit the iconic Peace Tower, the two legislative chambers, and our magnificent Library of Parliament?

Tornadoes in Gatineau and Ottawa  Mr. Speaker, on Friday, the national capital region, including Hull—Aylmer, was hit by a tornado. Thanks to the national emergency alert system, residents were able to find shelter. Hundreds of people no longer have a roof over their heads. I arrived minutes after the tornado had passed.

Firearms Act  Madam Speaker, the hon. member began her speech by saying that the people of Pontiac, which is just across the Ottawa River, along with everyone else in Quebec and all francophones, are against gun control. That is utterly ridiculous. I represent the riding just south of Pontiac on the other side of the Ottawa River, and I can say in no uncertain terms that people in Quebec are strongly in favour of the reasonable measures in this bill.

Urban Transit  Mr. Speaker, I rise today to welcome the Canadian Urban Transit Association to Ottawa for its annual transit awareness day. Efficient and reliable public transit systems play an important role in the lives of millions of Canadians. In partnership with the CUTA, we have developed and implemented an infrastructure investment program to meet the needs of Canadian communities.

National Security Act, 2017  Mr. Speaker, my hon. colleague from Bellechasse—Les Etchemins—Lévis was the minister of public safety and emergency preparedness for over two years. During that time, a certain phenomenon was taking place in Quebec. Young Quebeckers were leaving Quebec to go to Syria. Many of these young people returned after just a few months, when my colleague was minister.
