Salaries Act  Mr. Speaker, I agree with what my colleague said. If he did not think it was worthwhile the legislation, why did he talk about it? For most of his speech, he criticized what the Liberal government had been doing over the last two years. He even went back to the Chrétien days to try and throw in some criticism.

Order of Military Merit  Mr. Speaker, today I rise to recognize Chief Warrant Officer John Heffernan from my hometown of Conception Bay South. Last month, John was honoured by the Governor General with the Order of Military Merit. John began his community involvement at the age of eight as he joined the CLB, where he reached the rank of sergeant major.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, if the member is waiting to hear about unicorns, he will have to go to sleep and start dreaming. When it comes to the employment insurance changes that we made, we have done great things. As my colleague mentioned, we lowered the waiting period to one week. People are not qualifying for the minimum number of required hours but that minimum number changes from economic region to region and it also changes the number of qualifying weeks.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, with respect to the finance minister and the fine that was levied, I think the record will show that the fine was levied because of an administrative error. I know that the opposition members keep trying to personally attack the finance minister by asking who owns what shares in what numbered company, what money he made in Morneau Shepell, and why the shares were not in a blind trust.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I am pleased to rise this afternoon to speak to Bill C-63, a budget implementation bill, and all the great investments that budget 2017 will make for people, communities, and industries from coast to coast to coast. Bill C-63 is just another step forward in meeting the commitments we made to Canadians back in 2015: strengthening and protecting our middle class, growing our economy, and helping those Canadians who need it most.

Indigenous Affairs  Mr. Speaker, we know that residential schools were designed to strip away the identity, culture, language, pride, and spirit of indigenous children, and many who attended them suffered neglect, abuse, mistreatment, and discrimination. Addressing and making amends to the survivors of this dark chapter, a part of our history, is a vital part of our country's commitment to meaningful reconciliation.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, the member spoke about a lot of things that she disagreed with. She did not come up with any resolution to any of them. The member did not mention the Canada child benefit that was changed under the government, and the increase in payments that went to families. I know in my riding of Avalon, 9,280 households received cheques, averaging $5,180 per month, for a total from July 1, 2016 to June 30, 2017 of $47.9 million that went to families in my riding.

Could he give the House an update about the so-called inappropriate spending of over $2.7 million of taxpayer money that was used on satellite offices ?

I know how important the student summer jobs program is to the students and young people in my riding and how its near doubling in funding has helped increase the number of jobs and, in some cases, given these students their first jobs.

William Jackman  Mr. Speaker, William Jackman of Renews, Newfoundland entered the cod and seal fisheries as a boy. He commanded sailing vessels on the Labrador and at the ice. It was at Spotted Islands, Labrador in 1867 that Captain Jackman was the hero of a striking rescue at sea. In a fierce gale, he saw the fishing schooner Sea Clipper, with 27 people aboard, run aground on a reef 600 feet from shore.

Trevor O'Keefe  Mr. Speaker, Newfoundlanders and Labradorians are mourning the loss of Corporal Trevor O'Keefe, a 17-year veteran of the RCMP. He served in Clarenville and Bell Island, and most recently was stationed in St. John's, where he was the public face and voice of the RCMP in our province.

Amendments to Standing Orders  Mr. Speaker, I will just highlight one thing that my hon. colleague spoke about, and he can answer for me. He spoke about the parliamentary secretaries being members of the committee now and able to sit in, but it is my understanding they do not have any voting powers, so they will not be voting on any motions in committee.

Canada's 150th Anniversary  Mr. Speaker, a beautiful spring in Newfoundland is not something that our province is known for, but this year Canada 150 initiatives are starting to bring some colour to my riding of Avalon. Canada 150 anniversary gardens in the communities of Conception Harbour and Conception Bay South have been bringing our people together to celebrate our strong, proud, and free country.

Public Service Labour Relations Act  Madam Speaker, in listening to the President of the Treasury Board, it is important to remember that Bill C-7 represents a historic turning point for RCMP members. It would give them the labour relations framework to allow them to pursue their collective interests in the way they wanted.

Controlled Drugs and Substances Act  Mr. Speaker, we are here today to discuss the amendments to Bill C-37, an act to amend the Controlled Drugs and Substances Act and to make related amendments to other acts. I would like to start my remarks by thanking the Standing Committee on Health, and the Standing Senate Committee on Legal and Constitutional Affairs, as well as members of both Houses of Parliament for their time and expertise in the review of Bill C-37.
