Business of Supply  Madam Speaker, it is an interesting suggestion and is something that should be looked at. What I find most interesting is that the calendar is not difficult to interpret. The government knew that the current program was expiring at the end of September, yet it waited until now to introduce something new.

Business of Supply  Madam Speaker, I was not around in those days, but in listening to the member, it sounds like he was describing what we just experienced in the last six months. All I know is that there was a slow response from the current government to this pandemic. There was an inadequate response, especially for small businesses.

Business of Supply  Madam Speaker, the hospitality sector is definitely in deep trouble. One of the important things that needs to be done to encourage people to travel and have the confidence to visit hospitality places like hotels and restaurants is rapid COVID testing. We need to have better testing.

The Environment  Mr. Speaker, at the environment committee, I asked officials from four different government departments on our progress to reduce carbon from Canada's heavy trucking sector. Specifically, I asked if the government has been consulting industry players such as the Canadian Trucking Alliance.

Criminal Code  Mr. Speaker, MAID is a very specific thing. Palliative care is a very different thing. Palliative care is natural. Palliative care is something that enhances the end-of-life position for a person. The real issue with palliative care in Canada is the fact that 70% of Canadians do not have access to it.

Criminal Code  Mr. Speaker, that is a very important point and I think it is at the heart of my concern about conscience protection. I believe different medical professionals and different individuals all have different opinions based on their backgrounds, faith and beliefs. We need the ability to provide the services Canadians want and need, but we also need protections for people for whom issues like this go against their conscience so that they have full protection in law not to be forced to do something that would go against their rights.

Criminal Code  Mr. Speaker, this legislation does not provide that. The current legislation provides that. This legislation is simply changing and modifying the existing legislation. All of the things the member mentioned are in existence with the current legislation, with the exception of the reasonably foreseeable part.

Criminal Code  Mr. Speaker, it is my privilege to speak in the House today on Bill C-7, the medical assistance in dying act. This legislation was previously introduced in Parliament back in January, and I had the privilege of speaking to it in February. The bill died with prorogation, which occurred so that the Liberal government could avoid questions about the WE scandal.

Youth  Mr. Speaker, Jordan is a student in Saskatoon and he believed in the Prime Minister's call to volunteerism. He applied for the Canada student service grant within a day of its being announced. He was matched to a program adviser and he happily volunteered his time in Saskatoon to better the community.

Saskatoon Tribal Council Election  Mr. Speaker, I want to congratulate Mark Arcand for being re-elected tribal chief of the Saskatoon Tribal Council on October 15. The Saskatoon Tribal Council represents 11,000 people in seven distinct first nations, including the Muskeg Lake Cree Nation, where Chief Arcand hails from.

Criminal Code  Mr. Speaker, I am a little confused. The member spoke about Weber and being detached. He mentioned not allowing personal beliefs and things such as religion to influence decisions that we make here in this House. On the one hand, I understand what the member is saying in the sense that we do need to keep the values and opinions of all of our constituents and all Canadians at the forefront.

Criminal Code  Mr. Speaker, I thank my colleague for his speech, but I am a little confused. He mentioned the different groups that were consulted and the 300,000 responses that were received, but it was my understanding that there was to be a legislative review of the MAID legislation this year in June, which did not happen and still has not happened.

Questions Passed as Orders for Returns  With regard to the decision to award SAP the contract to replace the Phoenix pay system: (a) what will the differences be between the SAP replacement system and the current Phoenix pay system; (b) what are the details of any financial agreements or contracts the government has with SAP in relation to the replacement pay system (e.g. value, start date, rate, scope, etc.); and (c) when does the government expect the current Phoenix pay system to be transferred to the replacement SAP system?

Global Institute for Water Security  Mr. Speaker, yesterday the Global Institute for Water Security of the University of Saskatchewan brought together 24 water scientists from 13 institutions from across Canada to meet with parliamentarians and talk about water science. They were here to share information with decision-makers about scientific contributions to water security, new technology to monitor water and climate, solutions to water contamination, and equitable access to water.
