COVID-19 Emergency Response Act, No. 2  Mr. Speaker, it is an honour to be here today representing my constituents in Lambton—Kent—Middlesex as we all work together here to help Canadians who need support right now. I have many farmers in my riding who grow fresh produce. I know farmers do grow a lot in Quebec as well.

COVID-19 Pandemic  Mr. Chair, ornamental horticulture greenhouse growers are facing a crisis across Canada as nurseries and garden centres are not opening, leaving more than $2 billion in plant inventories. What initiatives is the government discussing to address this sector, which does not qualify for existing assistance?

COVID-19 Pandemic  Mr. Chair, last week the government insinuated China's ban on Canadian canola seed had been resolved. However, according to the Canola Council of Canada, only current levels of imports would continue. Imports are down 70%, $1 billion less than historical levels. Has China agreed to increase imports of Canadian canola seed?

COVID-19 Pandemic  Mr. Chair, Canadians are losing their jobs. Small businesses are struggling more than ever right now, yet the government increased the carbon tax on April 1. Will the government reverse this increase?

COVID-19 Pandemic  Mr. Chair, the government has been promising a review of business risk management programs since 2015. Farmers need immediate assistance as they are facing a cash flow crisis while trying to buy their inputs for this year's crops. Measures offered thus far have only put them further into debt.

COVID-19 Pandemic  Mr. Chair, agriculture and food need to be deemed an essential service to protect our food supply chain. Last week, Public Safety Canada made an announcement on essential services but stated, “These essential services and functions are advisory in nature. This guidance is not, nor should it be considered to be a federal directive or standard.”

COVID-19 Pandemic  Mr. Chair, the pork industry needs immediate assistance. In Ontario and Quebec, there is a bottleneck in processing plants. Some of these plants are closed due to COVID-19 and workers do not feel safe going to work. If these processing plants do not reopen soon, farmers will be forced to euthanize thousands of hogs.

Questions Passed as Orders for Returns  With regard to the CCGS McIntyre Bay and CCGS Pachena Bay: (a) what is the bollard pull of each ship; (b) does the bollard pull for each ship meet the stated minimum requirements as listed in the Public Services and Procurement Canada Request for Proposal; (c) what is the certified bollard pull of each ship after all required engine driven consumers (i.e. shaft generators, cranes, etc.) are taken into account; and (d) did Atlantic Towing produce certification confirming output after all required engine driven consumers were taken into account?

Questions Passed as Orders for Returns  With regard to government-owned disabled ships since January 1, 2016: (a) how many ships have been disabled; and (b) of the ships in (a), how many required an emergency tow vessel off of the Pacific Coast, broken down by year and by shepherd displacement?

Agriculture and Agri-Food  Mr. Speaker, Ontario cattle farmers are in crisis due to cancellations of federal processing and export licences. It has been months since Ryding-Regency closed, representing 10% of Ontario's beef processing industry. We have seen the government's inaction when it comes to helping our farmers.

Agriculture and Agri-Food  Do you even have a clue what farmers do, Mr. Speaker? Many farmers in Lambton—Kent—Middlesex counties and across this country did not get their crops harvested due to the late spring and a wet fall. Now, they cannot pay back their advance payments, due next month, because their main asset is still in the ground covered in snow.

Agriculture and Agri-Food  Mr. Speaker, the illegal rail blockades are still up and are crippling Canada's economy. Canadian farmers rely on the rail system, and every day these blockades are up it causes five days of backlog to get the rail back to normal. There is a backlog of 20,000 grain cars costing farmers more than $300 million so far.

Agriculture and Agri-Food  Mr. Speaker, something that is often overlooked is the impact of the carbon tax on farms and agriculture. Who is going to feed Canadians when the government continues to raise taxes and tax farmers out of business? I am disappointed that yet again the Liberals are overlooking the struggles of millions of Canadians.

Questions Passed as Orders for Returns  With regard to arctic off-shore patrol ships (AOPS): (a) will the two AOPS for the Canadian Coast Guard (CCG) require redesign or changes and, if so, what specific changes are required and what is the anticipated cost of each change; (b) what are the details of any contracts signed with Irving Shipbuilding Inc.

(ISI); (b) what are the details of all contracts related to the CSC design, including (i) date, (ii) amount, (iii) vendor, (iv) summary of goods or services provided, (v) file number, (vi) start date and end date of contract; (c) what is the most recent cost estimate for the first three ships as provided to the Assistant Deputy Minister of Defence (Materiel) and the Commander of the Royal Canadian Navy; (d) what are the specific design changes that are (i) being considered, (ii) being implemented, (iii) expected to increase the size, capacity, speed, and weight of the Type T26 from the original United Kingdom design; (e) who proposed each change and approved the changes in (d)(ii); (f) what was the rationale for each design change; (g) what, if any, are the specific concerns or issues related to costs, speed, size, weight and crewing of the T26 frigate design that have been identified by the Department of National Defence, third party advisors and any technical experts to the (i) Minister of National Defence, (ii) Minister of Finance, (iii) President of the Treasury Board, (iv) Privy Council Office, (v) Commander of the Royal Canadian Navy; (h) what were the technical requirements for the CSC; (i) what are the details of any reports from the independent third party advisors related to this project prepared in draft or final form in the past 12 months, including (i) date, (ii) third party advisor name, (iii) summary and findings of report; (j) what is the cost for spares for each of the CSC; (k) what is the cost of infrastructure upgrades for the CSC fleet; (l) what are the details of each contract signed between the government and ISI related to the CSC, including (i) date, (ii) vendor, (iii) amount, (iv) description of goods or services, (v) file number, (vi) start and end date of contract; and (n) what are the details of all briefing documents prepared on this matter, including (i) date, (ii) sender, (iii) recipient, (iv) title or subject matter, (v) summary of contents, (vi) file number?
