Indigenous Affairs  Mr. Speaker, since this government abdicated its leadership responsibilities on the rail crisis, the situation has deteriorated. More blockades are going up in Quebec and elsewhere. When the Prime Minister decided to hide from this dispute last Friday, he said that he wanted to engage in dialogue, but that it takes two to have a dialogue.

Economy  Mr. Speaker, workers are paying the price for the Prime Minister's incompetence on the rail crisis. In my riding, Abitibi—Baie-James—Nunavik—Eeyou, Resolute Forest Products was forced to lay off 200 people in Senneterre and Lebel-sur-Quévillon on Monday, with no date set for a return to work.

Citizenship Act  moved for leave to introduce Bill C-223, An Act to amend the Citizenship Act (adequate knowledge of French in Quebec). Mr. Speaker, I am pleased to introduce my first bill in the House of Commons, a bill seconded by the member for La Pointe-de-l'Île. This bill amends the Citizenship Act to require that permanent residents who ordinarily reside in Quebec must have an adequate knowledge of French in order to obtain citizenship.

Public Safety  Mr. Speaker, the rail crisis will not be resolved unless we get to the root of the problem. Indeed, while the blockade in Ontario was lifted this morning, the Kahnawake blockade has been extended to Highway 132 near the Mercier Bridge and to Kanesatake. The epicentre of the crisis is in British Columbia.

Citizenship Act  Madam Speaker, I agree with what my NDP colleague said. The former member for Abitibi—Baie-James—Nunavik—Eeyou did a tremendous amount of work on this file. I believe the time has come to move forward and support indigenous communities.

Citizenship Act  Madam Speaker, as I said, if Canada positioned itself as an association of free and equal peoples, it would be easier to ask newcomers taking their oath of citizenship to commit to respecting the fundamental rights of all founding peoples. With respect to indigenous communities, of which there are many in my riding, Abitibi—Baie-James—Nunavik—Eeyou, I agree with my colleague because several years have passed, but nothing is being done and nothing is taking shape.

Citizenship Act  Madam Speaker, I thank my Liberal colleague for his question. The Truth and Reconciliation Commission's calls to action are an important road map for all Canadians. From coast to coast to coast, all levels of government, civil society, educational and health institutions and the private sector have played crucial roles in building Quebec and Canada.

Citizenship Act  Madam Speaker, the bill we are debating today, Bill C-6, is essentially a reiteration of the 42nd Parliament's Bill C-99, which was never passed. Bill C-6, an act to amend the Citizenship Act with regard to the Truth and Reconciliation Commission of Canada's call to action number 94, proposes a change to the oath of citizenship set out in the schedule to the Citizenship Act under section 24.

Business of Supply  Mr. Speaker, I have to say that, when we are talking about communities, about first nations, Inuit or indigenous peoples, it is up to them to come talk to us. That includes all indigenous peoples, even those who support this project. It is important to negotiate with all the indigenous nations.

Business of Supply  Mr. Speaker, as I said, the Bloc Québécois wants a peaceful resolution to the crisis and negotiation with the other parties. Violence will not resolve the situation. This is like a critical wound, and we need to stop the bleeding.

It is unfortunate that the Conservatives are taking an approach that would only escalate tensions and does nothing to help resolve the current crisis.
