Pharmacare Act  Thank you, Madam Speaker. As I was saying, Quebec has a pharmacare program that may not be perfect, but it is already in place and public servants are managing it. My question is this. Is it not completely illogical to force a province that already has everything it needs to take care of such a system to pay taxes so that the Canadian government can create other positions and duplicate services already offered to Quebeckers, without bringing them any more benefits?

Committees of the House  Mr. Speaker, the supplementary opinion points out that the federal government is unable to properly manage the files under its own jurisdiction, including Phoenix, passports, immigration and more. The Bloc Québécois is also making the following supplementary recommendation: That the federal government endeavour to pay its employees, provide them with the health care they are entitled to receive and properly manage its own files instead of engaging in open conflict with the provinces by refusing to provide the right to opt out with compensation, while increasingly interfering in their areas of jurisdiction.

Petitions  Mr. Speaker, today in the House I would like to present a petition signed by 2,972 people across Canada listing the known problems with Canada Life and calling on the government to commit to resolving these deficiencies and to provide adequate services to all members of the public service.

Entraide Agapè  Mr. Speaker, for 40 years, Entraide Agapè has been a beacon for Beauport—Limoilou. What began as a soup kitchen in the basement of the Saint-Roch church in 1981 has, over the years, grown into one of the largest community organizations in Quebec City. Entraide Agapè helps vulnerable people get the food they need thanks to its food bank, while the second-hand store operates as a social economy enterprise to fund the food bank.

If I take a sheet of paper and crumple it up, this represents all the harm, all the mistakes, all the ethics breaches and all the lack of judgment a person is guilty of.

Privilege  Madam Speaker, are we attacking the Speaker personally? No. We are just trying to ensure that the person in that role is impartial and neutral and that we do not have to wonder, every time the Speaker opens his mouth, whether his decision is impartial or neutral. This is not a personal attack.

Privilege  Madam Speaker, it brings us no joy to speak on a matter like the one we are seized with today, but we must do it, because the Speaker's role is important. The Speaker's job is to maintain order in the House of Commons. He must ensure members do not cross the floor to hit each other, as we have seen in other parliaments.

Canada-Newfoundland and Labrador Atlantic Accord Implementation Act  Mr. Speaker, red tape is indeed a rather serious problem. It is a problem not just with the Liberal government, but also with the Conservatives before this and the Liberals before them and so on, back almost to the beginning of time. Beyond the issue of red tape, what happens sometimes is that the government rushes to introduce botched legislation in an apparent attempt to clear its conscience.

Canada-Newfoundland and Labrador Atlantic Accord Implementation Act  Mr. Speaker, every bill has pros and cons. We agreed in principle, but not one amendment was adopted. If there is no possibility of improving the bill, we do not see the point in passing it. The thing that I am worried about, and I want my colleague's opinion on this, is the clauses in the bill that would allow the Governor in Council to make changes to the lines marking offshore and provincial boundaries and to certain definitions.

Canada-Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, as I was saying in my previous response, a concerted effort needs to be made to protect marine areas, because the Gulf of St. Lawrence is a common environment to New Brunswick, Nova Scotia, Prince Edward Island, the Magdalen Islands, Quebec and Newfoundland. We need to work together on protecting these areas from drilling.

Canada-Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, every province has the right to grow its economic prosperity. Every province has the right to see to what it believes to be best for the future. We are talking about a future of five years, 10 years, or two, three, four or five generations. It is also a question that every parliamentarian needs to ask, either here in the House or in another legislature.
