Business of Supply  Madam Speaker, this morning, something rather unusual happened, and we in the Bloc Québécois are taking it very seriously. When we asked the Leader of the Conservative Party about the difference between decriminalization and diversion, he said that they meant the same thing, that it was just semantics.

Privilege  Mr. Speaker, up until the beginning of 2023, the Liberal government was completely denying that there was interference. We could ask all the questions we wanted, but they just denied its existence, full stop. The opposition parties fought for a rapporteur to be appointed, and we succeeded in, I believe, March 2023, but his appointment was far from unanimous.

Privilege  Mr. Speaker, I am rather surprised at what my colleague is saying. I just want to give a little reminder. Two years ago, his Prime Minister and the entire cabinet were saying that there was no problem with interference. In the end, because of pressure from all sides, the government appointed a special rapporteur, David Johnston, who tabled a report that nobody was happy with.

Gilles Perron  Mr. Speaker, today I would like to acknowledge the remarkable contribution of one of my predecessors as the Bloc Québécois member for Rivière-des-Mille-Îles, the Hon. Gilles Perron. When I decided to run, Gilles told me that if I did not wear out a pair of shoes during my election campaign, I did not deserve to win.

The Budget  Madam Speaker, since this morning, the Conservatives have been presenting worst-case scenarios involving the budget. They are taking a bulldozer approach, but that is not the Bloc's style. We try to be somewhat constructive and see the positive points. We try to help, be accommodating and improve what is presented to us.

The Budget  Madam Speaker, the division of powers between the different levels of government dates back to the Constitution. It comes under the authority of the Constitution Act, 1867, and it is also the basis of federalism. I would like my colleague to tell me what we should make of all this interference.

National Council for Reconciliation Act  Madam Speaker, Bill C-29 is fully in line with what the Bloc Québécois has been advocating for a long time, namely the nation-to-nation relationship between indigenous nations, the Quebec nation and the Canadian nation. This resonates perfectly with us. We encourage it and value it enormously.

Canadian Environmental Protection Act, 1999  Madam Speaker, with all due respect to my colleague, I have to say that he gave a rather odd speech to Parliament. He spoke for almost 10 minutes about paper straws. In any case, my understanding is that my colleague and the Conservative Party want to reverse the ban on plastics.

The Budget  Mr. Speaker, there are some very interesting things in my colleague's speech, including converting government buildings or commercial buildings into housing. I think that is truly interesting and there are some great examples of that. My question is much broader and much more existential than that.

The Budget  Madam Speaker, there is a Constitution that divvies up federal and provincial areas of jurisdiction. People can probably see where I am going with this. The level of interference in Quebec's areas of jurisdiction in this budget is appalling. It is still happening, and it will keep happening.

Canadian Sustainable Jobs Act  Mr. Speaker, there is one thing my colleague did not really focus on and did not say much about. That is, of course, economic growth in a so-called net-zero economy. That is part of the bill. It is an essential part of the bill. How can this become a reality under a Conservative government, given the Conservatives' love of oil?

Privilege  Madam Speaker, the subject of these discussions is very important. Of course, committees have certain responsibilities. That said, committees also have certain powers. In this case, it is clear that those powers have not been used properly, since individuals have appeared before committees but have not willingly answered questions from committee members.

Unfortunately, the Conservatives are engaging in theatrics, and very bad theatrics at that. My question is this. Arrangements are being made for us to vote until midnight on Friday and Saturday.

Business of Supply  Mr. Speaker, I would like to know what my colleague from London—Fanshawe thinks about the Liberals' position. At the beginning of the day, it was my understanding that they did not support this motion. Now, we have just heard a few speeches that suggest that the Liberals might vote in favour of the motion.
