Court Challenges Program Act  Madam Speaker, I certainly think there are many areas in which we could continue to act to protect the rights and freedoms of Canadians. Although my focus at this point is on the court challenges program, I think it is very important that we are able to test the laws in some manner or mechanism to make sure that the provisions of the charter are upheld.

Court Challenges Program Act  Madam Speaker, the key here is that the members of these different committees are not chosen by the government nor any government body. The program is administered by the University of Ottawa and is responsible for selecting appropriate people who are versed in the law and who make the decisions about which cases that come before them are of sufficient public importance that they should be supported under the program.

Court Challenges Program Act  Madam Speaker, I really appreciate the member's question, because that is precisely what this bill would do. It would add to the existing process requirement that the administrators of the program report to the minister on, I believe, an annual basis, and that the minister table that report in the House within 15 days.

Court Challenges Program Act  moved that Bill C-316, An Act to amend the Department of Canadian Heritage Act (Court Challenges Program), be read the second time and referred to a committee. Madam Speaker, it is often too easy to take for granted the many rights and freedoms we enjoy as Canadians. Canada is a free, successful country because of the decisions made by those who came before us.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I also would like to compliment my friend on his sartorial splendour today. I take particular notice of his mention of his recent visit to India. I understand there are unique challenges with trade with India and particular states within India. Can the hon. member comment on how we can address those challenges and how that will affect our economy going forward?

Committees of the House  Madam Speaker, I have the honour to present, in both official languages, the seventh report of the Standing Committee on Public Safety and National Security, entitled “Up to the Task: Strengthening Canada’s Security Posture in Relation to Russia.” Pursuant to Standing Order 109, the committee requests that the government table a comprehensive response to this report.

Court Challenges Program Act  moved for leave to introduce Bill C-316, An Act to amend the Department of Canadian Heritage Act (Court Challenges Program). Mr. Speaker, I am happy to introduce my private member's bill, which would enshrine the court challenges program into federal law. The court challenges program supports Canadians seeking to bring cases of national significance that protect our constitutional rights.

Disaster Assistance  Mr. Speaker, since yesterday we have had such devastating news from Syria and Turkey. As we have heard in the House today and across the country, our thoughts and hearts are with everyone affected by these major earthquakes and who have sustained such unendurable loss. In this difficult time, countries around the world are mobilizing to provide urgent support following this great catastrophe.

Terry Fox  Mr. Speaker, today let us once again recognize the legacy of Terry Fox, one of Canada’s greatest heroes and certainly Port Coquitlam’s hometown hero. At the age of 18, Terry lost his leg to cancer, and after 16 months in and out of cancer wards, he decided he could not ignore the suffering that he saw.

Main Estimates, 2022-23  Mr. Speaker, I would like to ask the hon. member to expound on the value of the decriminalization of small amounts of drugs in British Columbia for a limited period so that we can gather data and can expand this powerful approach to the rest of the country.

Climate Change  Mr. Speaker, Canadians have been clear. They want good jobs, a healthy environment and a strong economy. Last week the Minister of Environment and Climate Change unveiled the emissions reduction plan, outlining the next steps toward achieving these priorities for all. Can the Minister of Environment and Climate Change tell us the objectives of this plan?

Port Coquitlam Heritage Society  Mr. Speaker, I want to recognize the important work that the Port Coquitlam Heritage Society has done in documenting and uncovering our shared Canadian history. Thanks to funds received through the Canada summer jobs program, the PoCo Heritage Society was able to catalogue and digitize its collection of well over 2,000 objects, including Second World War uniforms and antique traditional Chinese medicine bottles from the 1880s.

Emergencies Act  Madam Speaker, unfortunately, they do not let me write the cheques. However, I certainly would support the ongoing assistance of all levels of government that need help during this time, as we have been able to do during the course of the pandemic itself, to deal with emergent situations and with emergencies as they arise so that we can all get through this in good order and safely as Canadians.

Emergencies Act  Madam Speaker, what we are facing today is a threat to our democracy, to our economy and to peace, order and good government in Canada, and this is unacceptable. The measures that have been put in place in recent days are time-limited and subject to ratification by Parliament. They will also be brought before the courts in due course.
