Foreign Affairs committee  For the Carter Center, it will be $2 million in cash. I don't know how many Canadians will be part of that exercise. There are a few who've gone already as long-term monitors who are going to be monitoring the registration as well as the actual...but as to what it will be, I don't know exactly.

Foreign Affairs committee  First, I'd note that the potential is already there. Whether the south chooses unity or independence, the governance issues will be there regardless. And that's why, for some time, both CIDA and START, within DFAIT, have been investing a fair amount in the governance area. It's the third area of concentration for CIDA, supporting the Government of Southern Sudan's indigenous governance capacity through a series of capacity-building programs.

Foreign Affairs committee  Canada's diplomatic engagement is multi-faceted: in Sudan, obviously, through our embassy's interaction with Sudanese authorities in Khartoum, as well as with southern Sudanese authorities in Darfur. It is an ongoing effort. The political section in Khartoum and officials in Darfur are in constant contact with local authorities and NGOs, civil society and other political actors.

Foreign Affairs committee  I can add a couple of words. The referendum is part of the 2005 Comprehensive Peace Agreement. The countries in the region support the Comprehensive Peace Agreement. It's only natural for neighbouring countries to hope it succeeds. The goal of the agreement is unity. At the same time, they have undertaken to respect the results of the democratic decision of the people of southern Sudan.

Foreign Affairs committee  Even assuming that the citizenship issue is resolved satisfactorily, there is a possibility there could be large movements of populations after the referendum, either from south to north or from north to south. CIDA has had a number of programs dealing with the return of IDPs, and did particularly after 2005.

Afghanistan committee  I left the Afghanistan task force in July 2007, so it's difficult for me to say what took place afterwards. But I can say that when we had information suggesting torture of Canadian transfer detainees in April and June 2007, we put in motion the diplomatic contingency plan I mentioned earlier: raising our concerns at senior levels in the Government of Afghanistan, being in touch with the ICRC and the AIHRC to bring the specific cases to their attention, asking them to follow up, and asking that the necessary steps be taken.
