However, there are many police services that do not provide that information to us. We would have to look at the data quality to determine whether it would be appropriate to release.

Justice committee  The rate of youth crime in Canada is calculated using data from the uniform crime reporting survey. What we are able to do from those data is to determine youth who are charged and youth who are not charged, which may be what you're referring to as being diversionary programs, because that's one of the ways in which youth can be accused but not charged.

Justice committee  One of the things we've recently developed, and I believe it was mentioned earlier, is the crime severity index. That index does take into account drug offences as well as all Criminal Code offences, so it might be useful for the committee to have information on that.

Justice committee  At this point in time, we are publishing both. It's difficult to determine what the future holds, but certainly our primary focus this year, for example, in our standard publication, will be on the crime severity index.

Justice committee  The analogy I like to give people is that it's like a version of Microsoft Windows. The earlier versions had limited capacity, and as newer versions came out they still had the same capabilities as the old version, plus additional ones. The newest version of the uniform crime reporting survey can do what the older versions did, plus more.

Justice committee  What Dr. Martin said is correct. We do have information on the crime rate beginning in 1962. What began in 1991 was the collection of information specific to gang-related homicide.
