April 1st, 2014Committee meeting

Diane Bergeron

Procedure and House Affairs committee  I think part of the problem from the perspective of people with vision loss is that providing accommodations for people who are partially sighted or who are blind requires technology a lot of the time. Technology in voting becomes quite difficult, especially when we're talking about the Internet.

Procedure and House Affairs committee  Yes, there are various things. Some of the stuff that's happening in Bill C-23 addresses some of those issues, in that it ensures that information provided about getting to polling stations, which poll to vote at, and what that process is, those tool kits about how someone with a disability could vote, is going to be made accessible.

Procedure and House Affairs committee  Mr. Chair, I'd just like to let folks know how I'm doing this presentation so you understand the technology. I'm using a talking computer so I'm having it speak in my ear and then I'm going to repeat it. If the computer stutters, then I also may stutter, so my deepest apologies in advance for that.

Finance committee  As a charity, CNIB provides a lot of programs and services that are already provided to people with disabilities in provinces that provide such services through the government sector. Rehabilitation services is one of the areas we provide that we feel should be provided through public dollars, as opposed to through a charity.

Finance committee  Thank you. I'm going to ask Margaret McGrory, the vice-president of our library services, to answer. She has more specifics on the programs themselves; I'm more the user.

Finance committee  Thank you very much, Mr. Chair. I think that everyone has a copy of my presentation in English and in French. We have also provided a copy in Braille today. I read Braille, but I will make my presentation with the help of a computer. My reading of Braille is a bit too slow. I will listen to the presentation on the computer and repeat what is said.

Finance committee  I have to admit that the fund development area within the CNIB is not my area, but from the perspective of someone who has an adult child living in my home who is a first-time donor, I think it's very significant. The more money that gets transferred into charitable organizations from the public, the more ability we have to provide the enhanced services and the value-added services that we need to provide over and above the rights that Canadians have through the public service for rehabilitation services, library services, and employment services.

Finance committee  Margaret McGrory is our librarian at CNIB, and I think she can probably articulate it better, if that's okay.

Finance committee  Thank you. Before I start, I would just like to explain how I'm going to do this presentation since I can't read print. I am partially sighted, hence the dog at my feet. I'm using a talking computer and I have an earphone in my ear. It will be reading out loud to me what I'm saying afterwards.
