Subcommittee on International Human Rights committee Absolutely, I agree that there is a stigma behind someone's having to visit a health institution for mental health issues. It's not an issue, as you mentioned, just for Rwanda; it's an issue all across the globe. There is also reduced access to psychiatric help. I think a collaboration between Canada and Rwanda to have psychiatrists who are probably better trained to deal with these issues could create a better outcome for the victims.
