I believe the starting point is harbours which pose health and safety problems, which are a danger to the public, for instance. I imagine that will be one of our priorities.

Fisheries committee  On the national capital region, as the deputy said, it's basically the salaries of all of the headquarters people and all of the enabler functions that we talked about. It also includes, though, some capital spending as well, because capital spending, for example, on IMTS, real property, etc., would be included in that figure.

For example, the $99 million that the minister has spoken of before has been added to our A-base. That's going to stay in our reference levels. That's as opposed to funds that come in that have a sunset timeframe attached to them, whether it be two years or more.

As I look at the figures, though, there are only very small variations between what we put into the RPP and what we're actually asking for through supplementary estimates.

Over and above that, we estimate that we would need somewhere between let's say $35 million and $40 million. The study I referred to earlier was a 2002 study.
