Official Languages committee  We have explained our methods for evaluating the institutions' communications with and services to the public. We also have activities, and the institutions have theirs. For example, they may include putting in place an official languages action plan, regularly discussing official languages issues at regular and senior management meetings, or ensuring that the official languages champions and representatives meet regularly.

In our activities with the interdepartmental committees, there are examples of best practices in the departments, particularly the use and conduct of senior management meetings in English during one week and in French the following week. That is a best practice. There is also the fact that an employee may have a partner who speaks his or her second language.

We are currently putting the emphasis on leadership in the departments so that they meet their obligations under the Official Languages Act. We are also changing our relations with the departments. We want to strengthen their capacity to meet their obligations.

Official Languages committee  As the minister mentioned in his address, we have specific tools, in particular the Official Languages Management Dashboard and the ABCs of Linguistic Profiles at Your Fingertips, a tool that enables managers and human resources and official languages specialists to identify the language profiles of bilingual positions in an objective and standard manner.

Public Accounts committee  As I've outlined, we've got a number of measures in place, including structural measures, as well as engagement of the communities who are implementing the values and ethics code, as well as training to embed the principles. We have an active program, and that's what we're doing to reinforce the values and ethics code that we have had in place since 2003.

Public Accounts committee  Thank you. We currently have an annual exercise, as I mentioned, the management accountability framework's assessment of departments on values and ethics issues. That is used as a springboard for best-practice discussions. Additionally, it can be used as a mechanism to check with departments on whether the guidance they receive from the centre is enough to support them.

Public Accounts committee  Thank you for the question. As I mentioned a little earlier, the school has at least 30 course offerings that include a significant component of values and ethics training. The values and ethics code would apply to employees, managers, and executives alike. All of them would be trained on the values and ethics code, but depending on their role in the organization, there may be some tailored training--for example, to managers on how to have a conversation with employees around conflict of interest issues.

Public Accounts committee  To provide a bit of perspective on the proportion of term contract employees versus indeterminate, about 86% of the core public administration is employed on an indeterminate basis. That means about 190,000 would be indeterminate for a longer term, where they can absorb the culture and values of the public service.
