Economic Statement Implementation Act, 2020  Madam Speaker, first, let me tell you how excited I am to be back here with you and all my colleagues to debate matters of the utmost importance in the House. I hope that everyone enjoyed these weeks off, as the coming months will bring enormous challenges. The House will be engaged in crucial debates for the next few weeks, and the Liberal government's rather chaotic management of the COVID-19 pandemic will surely keep us busy.

Economic Statement Implementation Act, 2020  Madam Speaker, our day-to-day commitment and what we have achieved so far in this Parliament mean that we can honestly say that the Bloc Québécois caucus is reliable and proud. This strong, heartfelt preamble to the main topic of my speech will help my colleagues better understand the scope of my comments and recognize the amount of time I spent poring over Bill C-14, an act to implement certain provisions of the economic statement tabled in Parliament on November 30, 2020 and other measures, which was tabled in the House on December 2 by the Deputy Prime Minister and Minister of Finance and came before the House this morning.

Questions on the Order Paper  With regard to the erosion of multiple government services in the Quebec administrative region of the Lower St. Lawrence over the past 25 years: (a) how many and which departments and agencies, in full detail, have reduced or increased their staffing in the abovementioned region; (b) what is the exact number of public service jobs involved; (c) what specific impact studies were completed as part of the decision-making process that led to these staffing reductions; (d) what performance assessments and analyses were conducted as part of this process in each of these departments and agencies; (e) exactly how much in overall payroll did the transferred or abolished jobs amount to; (f) what were the full costs incurred by the government to relocate public servants and their families; and (g) what socio-economic analyses did the government conduct before the various decisions to abolish or relocate these jobs, including the list of the various findings of the public consultations on these issues?

Business of Supply  Madam Speaker, I listened carefully to my colleague's speech. I would like to ask him about the federal government's vision and the Conservative vision. Allow me to explain. Canada and Quebec were once scientific research hotspots. Sadly, that is no longer the case, and that is one reason we find ourselves in the unfortunate position of having to wait for a vaccine.

Tourism Industry  Madam Speaker, tourism has been one of the industries to be hit the hardest by COVID-19. We can all agree that the tourism, restaurant, event and hotel industries for the most part do not even have the right to open their doors according to public health guidance. Eight months into the pandemic, they are still waiting for federal assistance.

Tourism Industry  Madam Speaker, it is really something that federal assistance does not meet the needs of the industries hit the hardest by COVID-19. We are talking about an industry that was paralyzed in the spring, that is paralyzed today and that is hearing that next summer will also be difficult because Ottawa is unable to get the vaccine on time.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, there is the climate emergency, but I would say it is more like a pathetic emergency. This bill is missing important pieces of the puzzle. First, there are no greenhouse gas reduction targets. The government will set its own targets every five years. It already does this, but it is not working.

Citizenship Act  Madam Speaker, the Bloc Québécois supports the principle of Bill C-8, and we certainly support a nation-to-nation dialogue with the first nations. However, we believe the citizenship oath made to the Queen, to the monarchy, must be changed. It is repugnant to Quebeckers. It is a legacy of British colonialism of which Canada is still a part.

Broadcasting Act  Mr. Speaker, this is a serious matter, and yet the government is not moving from words to action. What is the federal government waiting for? We still have questions, and I think they are worth asking. We have been talking about medical assistance in dying since the beginning of this parliamentary session.

Judges Act  Mr. Speaker, I thank my colleague for his speech. Of course it is necessary to train judges to ensure they have increased knowledge and awareness when dealing with cases of sexual assault. That is something that the Bloc Québécois supports. However, there is another skill that is important when becoming a judge in the highest court in this country, and that is language skills.

Income Tax Act  Mr. Speaker, I listened carefully to the speech given by my colleague from Courtenay—Alberni. There are some things we agree on but others we do not. The Bloc Québécois supports Bill C-9. We think that the criteria for the Canada emergency wage subsidy should have been changed well before this in order to ensure greater stability.
