Emergencies Act  Madam Speaker, if the Emergencies Act had been contemplated early on in this crisis, people would have a lot more cause for concern, but that is looking backward and the member opposite asked me to look forward. This is about a time-limited, geographically specific, targeted measure that is reasonable and proportionate.

Emergencies Act  Mr. Speaker, like the previous speech that was given, my colleague acknowledge Wyatt Sharpe. I want to also take the time to acknowledge such a bright young man who is doing great work and pursuing a path in journalism at such a young age and so engaged in politics. Today’s debate is undoubtedly one the most important debates that I have had the opportunity to participate in since I was elected by the people of Whitby in 2019.

Health  Mr. Speaker, I want to address the real freedom fighters of this pandemic. I want to acknowledge the vast majority of Canadians who have graciously fulfilled their civic duty time and time again. I am referring to those who have chosen to exercise their freedom in pursuit of the common good and continually protect the health and safety of others.

Resumption of Debate on Address in Reply  Madam Speaker, while I certainly appreciate the question, I do not know how it pertains to the speech I gave. However, it does pertain to the Speech from the Throne, so I will do my best to answer it. I do not have a specific time and date, but I can say that our dairy industry is exceptionally important to our country, our food system and our supply chains.

Resumption of Debate on Address in Reply  Madam Speaker, yes, what my hon. colleague brings up is exceptionally important to this country and all Canadians. It is important to promote bilingualism and to ensure there is no loss of the French language. I think we need to do our best to protect it. I have been taking French lessons.

Resumption of Debate on Address in Reply  Madam Speaker, I would like to respond to the member by saying that seniors are exceptionally important to me and my riding. I spend a lot of my time listening to their concerns and many of the vulnerabilities they experience, which often relate to housing insecurity. I definitely agree this is an area I am pursuing actively and have been doing so since I was elected in 2019.

I could definitely talk about the broad strokes and priorities of that speech, like moving faster on a path to reconciliation, taking bolder action on climate change, growing a more resilient economy and standing up for diversity and inclusion, among others.

Housing  Mr. Speaker, as I regularly check in with constituents across Whitby, I have heard time and time again that home ownership continues to be less attainable, and affordable housing is increasingly difficult to find. That is why I was encouraged to see the Prime Minister appoint Canada's first-ever Minister of Housing, whom I had the pleasure of joining just two weeks ago to announce $10.3 million in funding for Durham region.

Health  Mr. Speaker, over the past 18 months, our government has made historic investments in Canada's biomanufacturing sector to quickly reverse years of neglect under Conservative governments. Earlier this month, the Minister of Innovation, Science and Industry announced an exciting new agreement with Merck to manufacture life-saving COVID-19 therapies right here in Canada, in my riding of Whitby.

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, I agree with the member's general sentiments. From my perspective, the opioid crisis and all substance use are health issues and should be treated as such. Our government is definitely looking at safe supply and harm reduction methods, and is making investments and headway in that area.

From my perspective, there is a robust support system in communities that can help to effectively reintegrate offenders.

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, the overrepresentation of indigenous people in our prison system is a direct result of having mandatory minimum penalties entrenched in our Criminal Code. This is exactly what Bill C-5 would help to address, as it would repeal those mandatory minimum penalties. I think that there is much more we can do, but a lot of it has to do with the work our government is doing on reconciliation, with the largest amount of money in any federal budget dedicated to indigenous people.

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, in terms of the timing of this piece of legislation, there is no better time than now to deal with systemic racism within our justice system. It is long overdue. Evidence has been accumulating for decades on how ineffective mandatory minimum penalties are. In fact, they do nothing to deter gun crime.
