Immigration, Refugees and Citizenship  Mr. Speaker, in 1847 the Dominion of Canada numbered some 1.5 million people. Yet, small as we were then, we welcomed some 100,000 Irish immigrants, immigrants who were leaving a devastating famine behind them, fleeing terror and persecution. At the time, Irish immigrants were treated with the same contempt and vitriol that is levied at other immigrants today.

Fisheries and Oceans  Mr. Speaker, marine incidents can happen anywhere in the world and there is no one approach that works best in all cases. Today, the east coast of Canada has some of the busiest shipping routes in the country. Marine shipping has always been a part of Atlantic Canada's identity, which explains our region's strong history of, and commitment to, marine transportation safety.

Oil and Gas Industry  Mr. Speaker, the Hibernia oil field lies 315 kilometres southeast of St. John's. In 1993, it was expected to pump 563 million barrels in its lifetime. In December it pumped its one billionth, and it will continue on for who knows how long. Why? It is because the reserves have been bigger than we projected, supporting three other projects and billions in exploration last year alone; because our light, sweet crude is easier and far cheaper to refine; because our oil is pumped in tidewater and can be shipped over the North Atlantic to the highest bidder; and because the ingenuity of the people in the Newfoundland oil industry knows no bounds.

NORAD Santa Tracker  Mr. Speaker, everyone in the House knows that Canada's north is the home of Santa Claus, and that the North American Aerospace Defense Command was created to track his whereabouts on Christmas Eve. I grew up in Goose Bay, Labrador, which is located in Canada's north, and is the home of an air force base that is part of NORAD.

Volunteer Firefighters  Mr. Speaker, last month I went to the 40th anniversary of the Goulds Volunteers fire department at St. Kevin's Parish Hall, along with the hon. John Crosbie and his wife, Jane. It was a marvellous evening during which Mr. Crosbie took a moment to give his thoughts on the then impending U.S. election in the tactful, diplomatic language for which he is known in this House.

Natural Resources  Mr. Speaker, earlier this year the Government of Newfoundland and Labrador requested that Canada provide more loan guarantees for the Lower Churchill projects. Given the vital importance of these projects to Newfoundland and Labrador's financial security, could the hon. Minister of Natural Resources please provide an update on Canada's consideration of those requests?

Malcolm Rowe  Mr. Speaker, Malcolm Rowe was sworn in as a Supreme Court of Canada judge on Monday. He is the first judge from Newfoundland and Labrador to be appointed to the court in 67 years. As journalist Chantal Hébert wrote, many people thought it was impossible to find a judge from my province who is functionally bilingual in addition to his other credentials.

Hurricane Matthew  Mr. Speaker, as many in this House know, Newfoundland and Labrador is a fine province, renowned for its bilingual jurists. I just thought I would point that out. Unfortunately, it is also renowned for its weather and was recently hit, and hit hard, by heavy rains and high winds.

Indigenous Affairs  Mr. Speaker, I grew up in Labrador. The residential schools settlement is an issue that is close to my heart. Residential schools represent one of our province's and country's darkest chapters. Meaningful reconciliation must be a top priority of our government. Can the Parliamentary Secretary to the Minister of Indigenous and Northern Affairs update the House on the government's efforts to settle the Newfoundland and Labrador residential school lawsuit?

Tragedy Boating Accident  Mr. Speaker, earlier this month, the community of Shea Heights lost four of its fishermen. The Walsh family lost three generations: grandfather Eugene, son Keith, and grandson Keith Jr. Close friend Bill Humby was lost alongside them. At the funeral, they were remembered for their big hearts, their love of hockey, and their love for the sea.

Business of Supply  Mr. Chair, I am thankful for the time that I have to speak to this committee about the specific concerns of my district of St. John's South—Mount Pearl. It has been a great pleasure to listen to those across the way talking about fiscal prudence. It brings up questions of the time space continuum, and perhaps forgetting about the past and being $150 billion in debt.

Budget Implementation Act, 2016, No. 1.  Mr. Speaker, like many new members of the House who were campaigning for the first time in order to enter this honourable House, I was struck by how our constituents spoke to us and the concerns they held. Certainly, their ability to find some stability in a world that is so rapidly changing, to find some financial security for their children, and for them to have the choice on how to spend limited resources on their families and their children was something that was brought up time and again.

Budget Implementation Act, 2016, No. 1.  Certainly, Mr. Speaker, the minister spoke to the situation in Fort McMurray this morning, about special measures the government will be taking to take that into account. Before going any further, once again, to reflect on what is currently going on in Fort McMurray, I can tell hon. members, as somebody who grew up in what I would term to be the sub-Arctic, along the same latitude as Fort McMurray, in Goose Bay, Labrador, that at a very young age I was confronted with a forest fire that almost hit our community.

Budget Implementation Act, 2016, No. 1.  Mr. Speaker, it is an honour for me to rise in the House today to speak to this important piece of legislation. March 22 was an important day for Canadians. When the Minister of Finance introduced budget 2016, the first glimmers of hope were restored to Canadians who for too long had been made to work too hard, but just could not seem to get ahead.
