Canada Elections Act  Madam Speaker, the member asked what would help. What would help would be giving the tools and resources to the commissioner and to the general public to scrutinize how these events were put together, who attended them, and how much money was paid to attend. The whole idea of openness and transparency is to have the ability to look into the details.

Canada Elections Act  Madam Speaker, the member referenced a number of articles. I would like to reference one in The Globe and Mail on September 20, 2017, with the headline, “Conservative Leader...won’t post details of private fundraisers”. The article talks about how he sees a big difference between the Prime Minister and himself, somebody who aspires to be prime minister and by all intents and purposes is really just one election and one vote away from it.

Canada Elections Act  Madam Speaker, one of the things we know that is so important in our democratic system is the idea of openness and transparency. Despite the fact that the Liberal Party is already practising what is being put forward in the legislation, the leader of the Conservative Party is refusing to be open and transparent, as he did with fundraising activities he was having last spring when he was a leadership contestant.

Alex Lampropoulos  Mr. Speaker, I rise today to celebrate the life of an outstanding individual, Alex Lampropoulos. Born in Greece, Alex moved to Kingston in 1962 and wholly gave himself to his community. In addition to being a teacher, he thrived in the political scene in Kingston during his time as a city alderman in the 1970s and 1980s.

Business of Supply  Madam Speaker, the opposition members make it sound as if the Prime Minister turns to the RCMP and says, “I'm going on vacation. I want you, you, and you. Let's go.” It does not work like that. They know that there is a whole apparatus, a whole structure, behind it. They follow him wherever he goes, just as they have for every other prime minister.

Business of Supply  Madam Speaker, I find it rich this discussion of ethical behaviour coming from the opposition party. If I remember correctly, Peter MacKay used a military helicopter for his own personal use at a cost of about $32,000 an hour. I wonder if the member opposite could inform the House how much money Peter MacKay paid back to the government for that use.

Business of Supply  Madam Speaker, that speech had such passion and conviction, and that is what the people from St. Catharines would expect. The member started his comments by talking about the fact that the opposition was using this as its first opposition motion for 2018. It is another opportunity, like it continually does, to keep smearing the Prime Minister, throwing it against the wall, hoping it will stick.

Business of Supply  Madam Speaker, in my opinion, the problem with the previous question is that the Prime Minister does not get to choose how the RCMP decides to delegate that security. Those decisions are made by the RCMP and it does that at its own discretion. Therefore, the costs associated with it will be completely at the discretion of the RCMP.

Canada Elections Act  Mr. Speaker, the member has definitely been a champion for getting more women in this place, and commend him for his work on that. This is the first time in Canadian history that we have a gender-balanced cabinet, which is a major step forward. There are so many more things we could be doing to improve the balance of women and men in this room, and I look forward to working with him on that.

Canada Elections Act  Mr. Speaker, let us look at the facts. As of right now, the Liberal Party already practises everything in the bill. By actually adopting this and making it law, it will only become applicable, the openness and transparency, to two more individuals in the House. They are the leader of the Conservative Party and the leader of the NDP.

This bill attempts to extend that accountability to leaders of the opposition parties as well.

Canada Elections Act  Mr. Speaker, I listened to my colleague's intervention and see her passion for the need to be transparent. That is what this entire place is built upon. That is what our democratic institutions are built upon, the concept of being transparent and open. That is exactly what the bill does.

Federal Public Sector Labour Relations Act  Madam Speaker, perhaps I will stay along the lines of the question I asked the previous speaker from his party, and it is specifically with respect to the previous Conservative government's approach to shunning the ability of unions to properly represent themselves, or more specifically, how Bill C-59 sought to eliminate the ability to bank sick days in the work environment.

Federal Public Sector Labour Relations Act  Madam Speaker, we have been hearing a lot of rhetoric from the Conservatives today about how important the public service is and how important it is that we work with our public sector. However, another thing the previous Conservative government did with Bill C-4 was to unilaterally deem public services to be made essential, which would have effectively stripped the ability for unions to bargain in good faith with their employer, being the federal government.
