When my colleagues stood up we were in the midst of a pandemic, and I admit that at this point we are still in an endemic. However, as the colleagues across the aisle like to point out, we have recovered all of the jobs and our economy, according to them, is roaring.

I had hoped to talk about housing, but I just did not get there. We need shovels in the ground. This is a supply and demand issue. I have frequently heard the housing minister talk in the chamber about the fact that they have spent money and done this and that.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I will note at the outset that I will be moving a subamendment at the end of my speech to Bill C-8. As always, it is a pleasure to rise on behalf of the people of Kamloops—Thompson—Cariboo. Out of respect for the four young men who lost their lives recently in Kingston, I will be taking a brief moment of silence to recognize their service and sacrifice, and to honour their memories.

Ethics  Mr. Speaker, as a former Crown prosecutor and somebody who taught at a law school, I note that an investigation can be reopened years after if new evidence surfaces. In the case of a fraud in hundreds of thousands of dollars, this may result in a penitentiary sentence on conviction.

Petitions  Mr. Speaker, I rise to present two petitions. The first petition I will present asks us to make it a criminal offence for a person to go abroad and receive an organ taken without the consent of the person giving the organ.

Petitions  Mr. Speaker, my second petition looks at human rights abuses and environmental damage. The petitioners ask us to require companies to prevent adverse human rights impacts and environmental damages, to require companies to do their due diligence to prevent human rights abuses and damage abroad and to require meaningful consequences for a failure to do so, including criminal justice redress in Canadian courts.

Business of Supply  Madam Speaker, what happened is that the member's party said it would not buy the jets, rather than entertaining buying the jets. It is a decision that should have been made. It was an election promise that was followed through on. In my view, that was an election promise that should not have been made.

Business of Supply  Madam Speaker, it has been a pleasure getting to know my hon. colleague over the past few months, and I look forward to hearing more. Reconciliation applies here too. Part of what we have to do is involve our stakeholders and rights holders in the Arctic. When it comes to maintaining Arctic sovereignty with the Inuit, they should have not just a seat at the table, but the primary seat at the table, because let us face it, they have a key voice, likely the most key voice, and it should be present.

National Framework on Cancers Linked to Firefighting Act  Madam Speaker, it is always a pleasure to rise on behalf of the members of Kamloops—Thompson—Cariboo. This legislation sounds like it is long overdue. I have one question, and perhaps I will invite my colleague to elaborate on it. I came from an occupation where post-traumatic stress disorder was something we saw in a lot of first responders, and I feel as though this is one step in recognizing the perils first responders really face.

Criminal Code  Madam Speaker, it is always a pleasure to rise on behalf of the citizens of Kamloops—Thompson—Cariboo. My hon. colleague and I do agree on a number of points, one of which is that there is a necessity to keep and to lower incarceration rates for marginalized people. Now, where he and I part company is when he frames the discussion as one around retribution.

Criminal Code  Mr. Speaker, it is always a pleasure to rise on behalf of the people of Kamloops—Thompson—Cariboo. I will first address the hon. member for Kingston and the Islands. I challenge him to find one case where the maximum was imposed, if that was the case. If we are going to discuss mandatory minimum sentences, I note there are a lot of mandatory minimum sentences in the Criminal Code.

Through translation, I heard the minister say, if I got it right, that this was tackling issues and offences that were not a threat to public safety. We have reckless discharge of a firearm: that means a drive-by shooting, potentially, of an occupied residence.
